LA CANADA DRIVE I. Call to Order: at 5:03 p.m. II. Roll Call. Present: Chair Bob Baughman Commissioner Patrick Foley Commissioner Pat Spoerl Commissioner Lois Nagy Commissioner Valerie Pullara (arrived at 5:50 p.m.) Excused: Vice Chair Daniel Zwiener Also present: Stilette Latas, Council Member Ainsley Legner, Parks and Recreation Director Bill Adler, Planning And Zoning Commissioner Paul Popelka, Assistant Planning and Zoning Director Diane Chapman, Senior Office Specialist III. Discussion of Standard Operating Procedures for Steam Pump Ranch. The reason for this Study Session is to discuss the SOP for Steam Pump Ranch (SPR) and work with Parks and Rec to develop basic processes for daily operations. The SPR Master Plan anticipates after the plan is adopted that the Parks and Rec Department will do the day to day work. The HPC Commission believes there should be an HPC oversight of activities at SPR. Mr. Popelka presented a handout summarizing information from several documents of what has been done at SPR. Those documents include: - Historic Preservation Code - Town of Oro Valley/Pima County Intergovernmental Agreement (IGA) - Town of Oro Valley/Pima County Deed of Preservation Easement - Certified Local Government (CLG) Agreement February 2, 2009 Approved Historic Preservation Commission Study Session Minutes Other suggested documents to add to the list are: - The Cultural Assessment done as part of the Master Plan contract by Desert Archaeology - SPR Master Plan - OV General Plan Archaeological Element These documents present an overall picture of what the intent and spirit of the SOP should be, and specifics can be pulled from them. Mrs. Legner detailed work Parks & Rec has been involved with on the property. James Gardner, Parks, has been the managing supervisor over ground operations. The work done has been safety oriented improvements to the grounds while maintaining sensitivity to historic preservation. Mrs. Legner reminded HPC that the Parks & Rec Advisory Board drafted and sought Council approval to form the HPC. Parks & Rec Department and the Advisory Board have had a long standing interest in insuring that historicro erties are p p maintained properly and respectfully handled. Discussion followed regarding: Parks providing a report to HPC regarding current procedures and activities are already in place or planned. - The Oro Valley Historical Society's role creating activities in concert with Parks. - Being aware is the first step; then if there is anything that needs to be changed due to the nature of the park, do so. - Many issues are short term, unique to SPR and handled individually. - A standard operating policy for parks may work when everything is clean up and in operation. A report was given on what was found in the chicken coops and emergency treatment to preserve documents and photographs. There needs to be an SOP on how to care for and preserve found items. Extensive man hours, wearing protective gear, are needed to care for found items. Non-paper items need to be stored safely. SPR has no working toilet. No one should have to work there alone. Chair Baughman said this should be turned over to Mrs. Legner and Mr. Popelka to draft a series of procedures to deal with needs addressed. - Operating procedures need to be separate from preserving procedures. - HPC should have a role in the decision making process for this historic site. Every park property the Town owns has had an archaeological review and the documentation is available. HPC may need to raise this issue with Town Council at the study session to let 2 February 2, 2009 Approved Historic Preservation Commission Study Session Minutes them know the procedure is being worked on. Photographs of some of the artifacts found could be provided. Chair Baughman will expect a draft report at the HPC March meeting, with a sample of photographs at the February meeting. IV.
