Historic Preservation Commission

I. Call to Order: at 6:00 p.m.
II. Roll Call

III. Call to the Audience
Bill Adler, resident, Oro Valley, spoke regarding planning direction for the Steam Pump Ranch
Task Force. The Historical Preservation Commission(HPC) should take leadership in
establishing guidelines to preserve the historical integrity of the property. Authenticity should
be the number one priority, rather than being pressured into commercializing the property.
IV. Approval of minutes of August 13, 2007, meeting.
Chair Baughman asked that approval of the minutes be delayed to the next meeting and that the
recording secretary listen to the minutes again regarding page 3, #VI, Option 2, to verify what
was said.
V. Discussion and possible action regarding possible date and time changes of regular
Historic Preservation Commission meetings
MOTION: Commissioner Cook MOVED to change the starting time of the regular
Historic Preservation Commission meetings to 5:00 p.m. the second Monday of each
month. Commissioner Spoerl seconded the motion. Motion carried (5:1), Commissioner
Kriegh voting no.
VI. Discussion and possible action on Commission Member participation in Santa Cruz
Valley Heritage Alliance:
• Possible nomination of HPC Commission member as a government liaison to
the Santa Cruz Valley Heritage Alliance.

Since there were no additional nominees, Chair Baughman appointed Vice Chair Latas as the
HPC government liaison to the Santa Cruz Valley Heritage Alliance, subject to checking the
minutes, per item#4 above.
VII. Discussion and possible action on Staff Recommended Commission Workplan (Oro
Valley Town Code, Chapter 6,Article 6-10-50.
Ms. Pelletier discussed each item in the new Historic Preservation Plan (work plan) outline and
how each topic could be delegated to committee members.
Chair Baughman pointed out committee members could do the research and brainstorming for
the various items and save the Commission members time.
There were concerns from several Commissioners that they are volunteers and that the
commitment to the committees would be very time consuming. Is everything on the plan
relevant?
Ms. Pelletier pointed out that there would be four committees total: Strategic Work Plan
Committee, Process Plan for Historic Designation Committee, Town Cultural Resource
Inventory Committee and Certified Local Government Committee.
Vice Chair Latas commented that HPC has a lot to learn and we are looking at a process being
established.
Commissioner Spoerl stated that the intent of this Plan is that it is an outline, which will be
fleshed out as it progresses. We may need to check with other communities to see what they
have done. The process can be as simple or complex as we make it.
Chair Baughman read from Town Code Article 3-6 Advisory Boards.
Commissioner Kriegh said he would be interested in working on the Town Cultural Resources
Inventory.
Committees will be assigned at the next meeting.
MOTION: Vice Chair Latas MOVED to accept the Historic Preservation Commission
Plan outline. Commissioner Kriegh seconded the motion. Motion carried (6:0).
VIII. Discussion and possible action regarding Arizona Centennial 2012 Legacy Project
Designation
MOTION: Commission Kriegh MOVED to postpone Item #V11I to the next Historical
Preservation Commission meeting. Commissioner Needham seconded the motion. Motion
carried (6:0).
IX. Historic Preservation Commission Training: Open Meeting Law and Public
Records

X. Announcements
• Commissioner Spoerl reported that Steam Pump Ranch's first public meeting was
held last week with a report on the facts and findings on the site. The input from
the meeting will be reviewed and a finalized vision for the site suggested.
• Chair Baughman stated that as a result of a discussion with the Mayor, the HPC
should not write letters outside the Town taking a position on an item. The Mayor
invited the HPC to write recommending letters to the Council.
• Chair Baughman, Vice Chair Latas, Lexa Mack, Attorney, and Ms. Pelletier are
meeting weekly to work on the HPC rules. They asked for input from HPC
members.
• September 22, 2007, there will be a Boards and Commissions Training session at
8:00 a.m.
• December 7, 2007, will be the Boards and Commissions Annual 2007 Conference
at the Black Canyon Conference Center, Phoenix, AZ
XI. Items for future agendas
• Discussion and possible action on Steam Pump Ranch.
• Discussion and possible action on Steam Pump Ranch guiding principles and
establishing objectives
• For November's meeting: National Trust of Historic Preservation Conference
XII. Adjourn
MOTION: Commissioner Needham MOVED to adjourn the Historic Preservation
Commission meeting. Vice Chair Latas seconded the motion. Meeting adjourned at 7:35
p.m.
