Opened and closed with no comment.
I. APPROVAL OF MINUTES OF JANUARY 8, 2007 MEETING
MOTION: Commissioner Kriegh MOVED to approve the minutes as
submitted, Commissioner Needham SECONDED the motion.
Motion carried (5-0).
II. HISTORY READING BY JIM KRIEGH
Commissioner Kriegh read a letter to the editor dated January 21, 1982 from the Oro
Valley Voice Call. See attached copy.
III. REPORT FROM STUDENT LIAISON
Emily Graves reported that she visited a fourth grade class at Coronado Elementary on
February 9, 2007 and presented her Steam Pump Ranch and Oro Valley history
presentation. Miss. Graves stated that afterwards she had them draw what they
envisioned. Miss Graves stated that she will bring pictures to the next meeting.
Commissioner Kriegh inquired if she knew of any other students that may be interested
in filling her spot as the Student Liaison since she is a senior this year.
Ms. Graves stated that she will start looking for someone.
IV. REPORT FROM THE PARKS AND RECREATION ADVISORY BOARD
No report.
V. REPORT FROM THE HONEY BEE VILLAGE ARCHAEOLOGICAL
PRESERVE PLANNING GROUP LIAISON
Vice Chair Baughman stated that there is a draft implementation plan provided for each
commissioner. Mr. Baughman inquired if the word "draft" should be on it.
Ms. More reported that the Honey Bee Village Archaeological Preserve Implementation
Plan will beoin to the Town Council on February 21, 2007 and as soon as it is

accepted by Town Council it will no longer be a draft.
Ms.
More stated that what they need to do in conjunction with Pima County and the
Town Council is to try figure fi ure out how to implement the plan. Ms. More stated that
she and
AinsleyReeder, the Parks and Recreation Director have assumed that Parks
and Recreation will take over the implementation aspect of this.
VI. STATUS REPORT ON THE STEAM PUMP RANCH ACQUISITION AND
MASTER PLAN
Sarah More reportedjust that she came from a meeting with Bayer Vella, Principal
Planner just and he met with Linda Mayro from the Pima County Cultural Resources

which would include a representative from the Historic Preservation
Steering Committee,
Commission, Oro ValleyHistorical Society, Planning and Zoning Commission, and the

Ms. More informed the Commission that there is approximately $45,000 to do the Master
Plan and
buildingassessments and there is $440,000 toward the initial emergency
stabilization.

Ms. More stated that the

the building assessment going is certainlyoin to play into the future use of the master plan
of the site.
Ms. More stated that Brent Sinclair had some proposals in regard to concurrently
initiating zoning and
establishinga historic district, Ms. More stated that there is time to
do that once the Master Plan is figured out.

government is a requirement and wanted to know what the next step was.
Ms. More stated that Bayer Vella is meeting with Bill Collins from SHPO on February 13,
2007 at 9am at the Honey Bee Village site. Ms. More stated that they are trying to figure
out what needs to be done to get the CLG (Certified Local Government) approved. Ms.
More stated that they are getting started and it is going a little slower, but feels that they
are off to a decent start.
VII. DISCUSSION ON TRAINING FOR THE COMMISSION
Vice Chair Baughman stated that he has not heard back from the SHPO office, but he
did speak with Nancy Burgess, a Senior Staffer for Historical Preservation for the City of
Prescott. Ms. Burgess will be sending Mr. Baughman a packet that she puts together
for the entire commission in Prescott; he will get copies to the Commissioners.
Vice Chair Baughman mentioned that the National Association of Preservation
Commissions conducts training and also weekend session called CAMP. Mr.
Baughman stated that he attended this training and it is very effective however the
training very expensive. Mr. Baughman suggested asking if other local jurisdictions
would want to come together to make this training affordable for everyone.

Chair Baughman stated that Proposition 207 is threatening to Historic Preservation
Commissions and stated that it looks like Flagstaff is going to be the first in the State to
test it,
theyare about to do some designating that is certainly going to be challenged in
court and Flagstaff is going to fight back.
More agreed that there will be some negative impact and staff is trying to do some

training for Town Council, Planning and Zoning Commission and Development ment Review
Board,
and certainlythe Historic Preservation Commission deserve to have that training.

Ms. More explained that what they would like to do when they go to each Board is to
focus on what might be relevant.
Vice Chair Baginquired Baughman in when the training will be done, because the Historic
Preservation Commission will need more training than just the Proposition 207 from the

Town Attorney.
Mr. Baughman stated that they need the basic open meeting law and
conflict of interest.
Ms. More stated
that Joe Andrews, Chief Civil Deputy Town Attorney, just conducted
Open Meeting Law
trainingfor the Planning and Zoning Commission with a focus solely
on email.
Vice Chair Baughman stated that he would like for Councilmember Kunisch to address
his view on
the Historic Preservation Commission in the overall of town government.
Councilmember Kunisch replied that he would be willing to do that.
Vice Chair Bagsuggested Baughman su that this training be targeted for the April meeting since
the Historic
Preservation Commission meetings do not usually last longer than thirty

minutes,
he feels that everyone could stay a little later for a training session to be
conducted after Historic Preservation Commission business is discussed.
Ms. More stated that she will speak with the Town Attorney's Office and will start making
arrangements for training.
Vice Chair Baughman inquired if the training could be targeted for the April meeting?
Ms. More stated that would be fine.
VIII. ANNOUNCEMENTS
Vice Chair Baughman stated that he and Ms. More have discussed the terms of the
members on this Commission and stated that the terms are about to change. Mr.
Baughman read the "Terms of Office" from the Historic Preservation Code.
Vice Chair Baughman stated that there is no limit on terms for the Historic Preservation
Commission.
Ms. More informed the Commission that if a Commissioner's term was about to expire,
they would have the choice of being reappointed or opting out of being reappointed.
Ms. More thanked Jennifer Jones for putting the Historic Preservation Commission
binders together.
Commissioner Needham announced that the Tucson/Pima County Historic Commission
awards are going to be on May 20, 2007 and invitations will be mailed to this
Commission.
IX. ITEMS FOR FUTURE AGENDAS
Ms. More stated that the Commission will have a more comprehensive agenda with the
Steam Pump Ranch project coming up.
X. ADJOURN
MOTION: Commissioner Needham MOVED to adjourn the Historic
Preservation Commission at 6:45 p.m. Commissioner Kriegh
SECONDED the motion. Motion carried 5-0.
