HomeMy WebLinkAboutMinutes - Historic Preservation Commission - 12/11/2006 MINUTES OF THE HISTORIC PRESERVATION COMMISSION DECEMBER 11, 2006 ORO VALLEY COUNCIL CHAMBERS 11000 NORTH LA CANADA DRIVE CALL TO ORDER: 6:00 PM PRESENT: CHAIR PAMELA SARPALIUS VICE CHAIR ROBERT BAUGHMAN COMMISSIONER JIM KRIEGH COMMISSIONER SYBIL NEEDHAM COMMISSIONER SALETTE LATAS COMMISSIONER MARILYN COOK ALSO PRESENT: BRENT SINCLAIR, COMMUNITY DEVELOPMENT DIRECTOR MARGOT HURST, PARKS AND RECREATION ADVISORY BOARD JENNIFER JONES, RECORDING SECRETARY ABSENT: COMMISSIONER PATRICIA SPOERL CALL TO AUDIENCE Opened and closed with no comment. Chair Sarpalius welcomed Commissioner Cook to the Commission. I. APPROVAL OF MINUTES OF NOVEMBER 13, 2006 MEETING MOTION: Vice Chair Baughman MOVED to approve the minutes as submitted, Commissioner Kriegh SECONDED the motion. Motion carried (6-0). II. THANK YOU TO BRENT SINCLAIR Chair Sarpalius informed the Commission that Mr. Sinclair will be leaving Oro Valley and she wanted to express her gratitude to Mr. Sinclair in forming this commission, educating and helping all of the commissioners in every way. Ms. Sarpalius stated for the record that Mr. Sinclair will surely be missed not only by the Historic Preservation Commission but by all of the friends that he has made throughout the Town of Oro Valley. Mr. Sinclair replied that everyone has given him an education as well, and feels that this commission is just forming and it is going to get a lot busier and more exciting for them. Commissioner Cook requested that Mr. Sinclair come back to see them once in a while. Mr. Sinclair replied that he will and that he wants to see what they will do to Steam Pump Ranch. Commissioner Kriegh stated that he has already told Mr. Sinclair that he will be missed and stated that he was surprised with how much Mr. Sinclair was on top of so many different subjects and stated that was commendable. III. HISTORY READING BY JIM KRIEGH Commissioner Kriegh stated that he had two things that he wanted to mention, at the last meeting he brought up the lawsuit that was William Terry Parrish, trying to land the helicopter in Linda Vista. Mr. Kriegh stated that he has since confirmed that he built the little building on the Steam Pump Village area, on a pad on the property to land helicopters with the idea of going into the tour business, which he was never allowed to do. Commissioner Kriegh read an article "Town Saves $8000 For Police Cars" from the Oro Valley Voice Call, February 3, 1983. "Oro Valley's new police chief has helped the town save about $8,000 on the purchase of two new police cars. Werner Wolfe completed his first full month of service as the town's chief, was authorized by the council last week to buy two 1983 Chevrolet Impalas at about $8,000 a piece, Wolfe arranged to buy the vehicles through the State Department of Public Safety, which goes out to bid to dealerships each year for the purchase of police vehicles. The State sets up certain specifications for the vehicles that they have heavy duty shock absorbers, spot lights and other police related items that are not standard equipment on ordinary cars, Wolfe said. We figured if we had to buy these vehicles individually they would cost between $12,000— 12,500 a piece. Wolfe said that the police department's fleet of vehicles has been approaching the point of which some of the cars are in need of major repair or replacement. Wolfe became chief this month after succeeding Gary Robb who resigned to enter private practice. Mr. Kriegh informed the Commission that Gary Robb was the town's second chief of police. IV. REPORT FROM STUDENT LIAISON No report. V. REPORT FROM THE PARKS AND RECREATION ADVISORY BOARD LIAISON Margot Hurst stated that she is looking forward to working with the Commission and getting a tour of Steam Pump Ranch. Ms. Hurst informed the Commission that the Naranja Townsite open house was well attended and one of the things that they want to address is renaming the site that something more appropriate. Commissioner Cook asked if Ms. Hurst has connected with the City Parks Foundation Board to find out how they operate. Ms. Hurst stated that they somewhat have. VI. REPORT FROM THE HONEY BEE VILLAGE ARCHAEOLOGICAL PRESERVE PLANNING GROUP LIAISON Vice Chairman Baughman stated that the implantation plan has been finalized and will go to Council in January and the Commission should have copies by the next meeting. VII. COMMISSIONER SUPPORT Vice Chair Baughman stated that the Commission has three new members and they have gone through eleven members in the short period of time that they have been a Commission and raised the question of training for the Commission. Mr. Baughman stated that he is sure that each Commissioner has some opinion of what Historic Preservation Commissions do, some consistent with what the State Historic Commission office thinks they should be doing, and some may not be, but feels that they have a responsibility to SHPO to carry out things that other Historic Preservation Commissions in the state are carrying out and would like to urge that they consider asking the State Historic Preservation Office to do some training here and set up a time when they can bring somebody in, often it takes a full day, even with a short presentation. Mr. Baughman stated that there is a lot of stuff about historic preservation that the Commission does not know and there is a lot of stuff that would be beneficial when dealing with Steam Pump Ranch and perhaps other historic buildings that they would want to consider and urged the Commission that they take some kind of steps in the near future to contact the State Historic Preservation Office to make arrangements for training. Chair Sarpalius inquired if Vice Chair Baughman would like to contact the State Historic Preservation Office and find out what type of training they offer. Vice Chair Baughman stated that he would find out and report back the different kinds of training that they offer. VIII. STATUS REPORT ON THE STEAM PUMP RANCH ACQUISITION AND MASTER PLAN Mr. Sinclair stated that at the last meeting the Commission met with Sarah More, Planning and Zoning Administrator and Bayer Vella, Principal Planner and they presented a presentation that described the four different plans that will be started soon. Mr. Sinclair stated that the only thing the Town is waiting on is to get clear title to the properties and the only thing that remains in terms of getting clear title is Mr. Leiber needs to pay his taxes for 2006, in the amount of$6,000. Mr. Sinclair reported that the other piece of property is a little bit more complicated, it is owned by OV Partners, Mr. Nafieh, who bought the property from Mr. John Leiber and Mr. Butch Leiber who was a partner to the deal. The Town is trying to work through and finish up the condemnation proceedings. Mr. Sinclair also stated that Mr. Butch Leiber has a lawsuit pending against OV Partners. Mr. Sinclair stated that the Commission will be working with Mr. Vella and Ms. More on getting the Local Certified Government Certification with the State and getting the designation for the National Registrar. Mr. Sinclair stated that there will be a lot for the Commission to do this time next year. Commissioner Kriegh inquired if the task force had been finalized. Mr. Sinclair replied that everyone has selected a representative and the task force will consist of a representative from the Parks and Recreation Board, Town Staff, Historic Preservation Commission, Historical Society, Pima County and the Arizona State Museum and should convene within the next thirty days. IX. ADJOURN MOTION: Vice Chair Baughman MOVED to adjourn the Historic Preservation Commission at 6:25 p.m. Commissioner Needham SECONDED the motion. Motion carried 6-0.
