CALL TO AUDIENCE
Opened and closed with no comment.
I. WELCOME TO NEW COMMISSIONERS
Chair Sarpalius welcomed the new Commissioners and requested that they introduce
themselves.
Commissioner Spoerl introduced herself and told the Commission that she has lived in
Oro Valley for quite a few years and has been involved with things with the Town within
the past five or six years. Ms. Spoerl stated that she is an archaeologist by profession
and she worked for Coronado National Forest for over twenty years and she took an
early retirement a year ago. Ms. Spoerl stated that she looks forward to being on the
Commission and spending the time that is needed to do the things that the Town is
looking for in terms of Historic Preservation.
Commissioner Latas introduced herself and told the Commission that she has been a
resident of Oro Valley since the summer of 2001 and she is currently taking the Citizen
Planning Institute classes. Ms. Latas stated that she is a web designer by profession
and her interest in history has varied, and she has been involved with local Historical
Societies and Genealogical Societies, she has done some cemetery indexing and some
projects like that. She is married and has two grown children.
II. APPROVAL OF MINUTES OF OCTOBER 9, 2006 MEETING
MOTION: Commissioner Kriegh MOVED to approve the minutes as
submitted, Commissioner Needham SECONDED the motion.
Motion carried (5-0).
III. HISTORY READING BY JIM KRIEGH
Commissioner Kriegh read an article titled "Lawsuit" from The Oro Valley Voice/Call
dated February 3, 1983.
"It may be next week before Pima County Superior Court Judge Harry Gin hands
down a ruling in the lawsuit filed against Oro Valley by helicopter owner William
Terry Parrish, sources told the Voice/Call. Parrish filed the suit to seek a
permanent injunction against the Town Council, which has barred Parrish from
landing his helicopter on his property in a residential zone in the Linda Vista
Citrus Tracts. The council contends the town zoning code prohibits helicopter
landing. Town Attorney Chuck 011inger and Parrish's lawyer, J. Emery Barker,
have presented their arguments in the case, and Gin is likely to take the matter
under advisement."
IV. REPORT FROM STUDENT LIAISON
Emily Graves reported that a teacher from Coronado Elementary School invited her to
her classroom and she is going to teach about 100 students about our local history. Ms.
Graves stated that she is excited about this and will share with the Commission what
happens.
V. REPORT FROM THE PARKS AND RECREATION ADVISORY BOARD
LIAISON
No report for this meeting.
VI. REPORT FROM THE HONEY BEE VILLAGE ARCHAEOLOGICAL
PRESERVE PLANNING GROUP LIAISON
Sarah More, Planning Administrator reported that they are meeting tomorrow morning to
finalize the editing of the final document, and once that is done, they will get that copied
and distributed to the Commission. Ms. More stated that they are going to take it to the
Town Council for approval. Ms. More stated that they do have funding for the wall and
the next thing that they will be doing is working with Ainsley Reeder, Parks and
Recreation Director on developing a budget for the initial site improvements and on
going operations of maintenance costs. Ms. More stated that the big need will be for
interpreting programs, things like, brochures and maps, things to keep the public
interested in what is going on there.
Commissioner Kriegh reminded the Commission that Desert Archaeology will be
meeting in the Council Chambers on Thursday, November 16, 2006 at 6:30 p.m. and
Henry Wallace will be the speaker.
VII. COMMISSIONER SUPPORT
Vice Chair Baughman was not present at the meeting, so this item was not discussed.
VIII. STATUS REPORT ON THE STEAM PUMP RANCH ACQUISITION
Bayer Vella, Principal Planner stated that traditionally he works with the development
side of projects. Mr. Vella stated that the Town is not waiting, in terms of planning; Town
staff has started a Task Force that consists of staff from the Water Utility, Engineering,
Planning and Police, there has been one meeting so far. Mr. Vella stated that the
planning will start in the next few months, working on creating a scope of work and then
working on the fun stuff like coming up with a Master Plan.
Mr. Vella discussed the four different products involved:
• HPC —will be the main body and will get all paperwork together for Certified
Local Government, National Register Designation and Historic District. (Two
members of HPC to work as subcommittee).
• Property Maintenance Plan — Phase I Environmental, Site Security Plan and
Maintenance Plan. (Primarily staff group).
• Building Assessment— Building Stabilization Plan, Restoration Plan and
Rehabilitation Plan.
• Master Site Plan — Opportunities/Constraints, Complementary Uses, Design
Requirements, Infrastructure, Site Master Plan.
Mr. Vella stated that the goal is to move forward with the National Registry Designation.
Chair Sarpalius asked when the Commission could get a site tour could set up.
Mr. Vella stated that he would work on that with Mr. Sinclair on that.
Ms. Spoerl asked if the Building Assessment would be part of the Master Planning
process, and would it be the same consultant that will be involved in the Master Plan.
Mr. Vella replied that currently it is considered as a separate job and estimated that they
may bring someone on sooner for the building assessment. Mr. Vella stated that there
are architects that specialize in that and it would be ideal to hire people that are
accustomed to working with each other.
IX. APPOINTMENT OF REPRESENTATIVE TO THE STEAM PUMP RANCH
MASTER PLAN
MOTION: Commissioner Kreigh MOVED to nominated Commissioner Spoerl
as the Historic Preservation Commission representative for the
Steam Pump Ranch Master Plan. Commissioner Needham
SECONDED the motion. Motion carried (5-0).
IX. ADJOURN
MOTION: Commissioner Kriegh MOVED to adjourn the Historic Preservation
Commission at 6:25 p.m. Commissioner Needham SECONDED
the motion. Motion carried 5-0.
