I. APPROVAL OF MINUTES OF MARCH 13, 2006 MEETING MOTION: Commissioner Mager MOVED to approve the minutes as submitted, Commissioner Kunisch SECONDED the motion. Motion carried (6-0). II. DISCUSSION OF IDEAS FOR MAY AS HISTORIC PRESERVATION MONTH Vice Chair Baughman referred to the minutes of March 13, 2006 to review the ideas that were discussed. Commissioner Sturmon stated that the task force met with Mr. Sinclair to discuss some of the logistics of having the tables set up at the Farmers Market on May 20th. Ms. Sturmon stated that it is her recommendation that the Commission partner with the Oro Valley Historical Society, with a couple of tables and some signage. Commissioner Sturmon mentioned that there was an issue about the Commissions location at the Farmers Market and she spoke with Manny Shaw, the manager/owner of the Farmers Market. Ms. Sturmon stated that Mr. Shaw indicated to her that usually when there are organizations like the Historic Preservation Commission that want to be part of the Farmers Market, he puts them at a table in the bright sunlight. Ms. Sturmon stated that she explained that the Commission was looking at introducing the DVD and showing it on a screen and the Commission was looking for a more shaded area. Ms. Sturmon reported that his recommendation is to put a couple of tables outside the doors of the Town Council, where it may be a little bit more shaded with electrical outlets. Commissioner Kunisch inquired if the Historic Preservation Commission could set up in the area between the Water Utility Department and Community Development. Mr. Kunisch volunteered to go out and look at the area to confirm if there was access to electrical outlets. Vice Chair Baughman inquired if there is no electrical access outside, if they could run an extension cord from the Water Utility Department office. Mr. Sinclair replied that the first concern would be having power cords along the sidewalk while there is a Farmers Market going on and another is the Water Utility office would be locked up. Commission Kriegh asked what time the Commission had planned on being at the Farmer's Market. Commissioner Sturmon replied from 9 AM to 1 PM. Vice Chair Baughman asked if the Commission wanted to have a display with more than one table with the Oro Valley Historical Society at the Farmer's Market on May 20th Commissioner Sturmon stated that the general thought is that this is the first year that the Commission is celebrating and a nice way of introducing themselves to the community. MOTION: Commissioner Sturmon MOVED that the Commission will have a display at the Farmers Market on May 20,2006.Commissioner Kunisch SECONDED the motion. Motion carried 7-0. Discussion: Commissioner Kunisch reported that there are two electrical outlets by the Court building. Vice Chair Baughman inquired about who was featured on the DVD. Mr. Sinclair stated that Mr. Kriegh and Henry Zipf are on the DVD. Mr. Sinclair informed the Commission that Bob Kovitz has the DVD. Commissioner Kriegh stated that the DVD is one hour long, one half hour is with Henry Zipf and the other half hour with himself. Chair Sarpalius inquired if that would be a conflict having Barb Marriott there with her books available at the Farmer's Market. Mr. Sinclair stated that he didn't think it would be a conflict. Councilmember Culver stated that she would contact Ms. Marriott. Commissioner Mager asked about getting information to the press. Chair Sarpalius stated that she and Commissioner Sturmon met with Bob Kovitz and he will handle the press. Ms. Sarpalius stated that it they will be promoting the event of May 20th and that it is National Historic Preservation Month. Commissioner Sturmon stated that Mr. Kovitz will try to get it to the calendar for the Explorer, he does not normally publicize the Farmers Market, but he said that there would be no reason why he couldn't send out a release in May that would draw attention to the Historic Preservation Commission and Historical Society and the fact that the DVD would be available for viewing at the May 20th Farmers Market. Vice Chair Baughman pointed out that there is some confusion over the Historic Preservation Commission and the Oro Valley Historical Society. Chair Sarpalius stated that they talked to Mr. Kovitz about that and the importance of distinguishing the two entities. Commissioner Sturmon stated that Mr. Kovitz is working on a separate town newsletter and they offered to review it before it goes out. APRIL 12, 2006 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION Vice Chair Baughman requested that Mr. Sinclair contact Mr. Kovitz about how important it is that the proofing of the newsletter and that we are careful in the early stages and that we do not send out misinformation and get people confused. Chair Sarpalius stated that Mr. Kovitz is very knowledgeable about the distinction between the Historic Preservation Commission and the Historical Society. Commissioner Kriegh asked for clarification about whether the Historical Society would have a separate table at the Farmers Market. Vice Chair Baughman confirmed that if the Historical Society wanted to participate they would have their own table. III. REPORT FROM HONEY BEE VILLAGE TASK FORCE Vice Chair Baughman reported that the Honey Bee Village Task Force is working on the Honey Bee Village Archaeological Preserve and he was asked to contact SHPO, the State Historic Preservation Office, to investigate the Site Steward Program with the possible idea of having assistance in training volunteers to watch over the Honey Bee Village Archaeological Preserve to keep it from being vandalized. Mr. Baughman stated that he would like to do that as a representative of the Historic Preservation Commission, not just as a volunteer. Mr. Baughman stated that he would like the Historic Preservation Commission to be the lead agency in the Site Steward Program until such time as Honey Bee Village is organized. Commissioner Kreigh informed Mr. Baughman that there are some people that are involved in the Oro Valley Historical Society that would like to be considered in helping with doing some of this. MOTION: Commissioner Mager MOVED to have the Historic Preservation serve as the lead agency in contacting the State Historic Preservation Office to start a Site Steward Program for the Honey Bee Village Archaeological Preserve. Commissioner Kunisch SECONDED the motion. Motion carried 6-0. IV. ADJOURN Commisioner Mager mentioned that she passed out invitations for the Santa Cruz National Heritage Alliance fund raiser that will be held in Tucson on May 5 Ms. Mager stated that it will be held at the Arizona Inn and the Mayor of Tucson will be presenting the Alliance with a check and the Mayor of Oro Valley will also be presenting the Alliance with a check to continue to support the efforts to get the legislation introduced. MOTION: Vice Chair Baughman MOVED to adjourn the Historic Preservation Commission at 5:55 p.m. Commissioner Kriegh SECONDED the motion. Motion carried 7-0.
