HomeMy WebLinkAboutMinutes - Historic Preservation Commission - 12/12/2005 MINUTES HISTORIC PRESERVATION COMMISSION DECEMBER 12, 2005 ORO VALLEY COUNCIL CHAMBERS 11000 NORTH LA CANADA DRIVE CALL TO ORDER: 6:03 PM PRESENT: CHAIR PAMELA SARPALIUS VICE CHAIR ROBERT BAUGHMAN COMMISSIONER NANCY MAGER COMMISSIONER JIM KRIEGH COMMISSIONER AL KUNISCH COMMISSIONER SYBIL NEEDHAM ALSO PRESENT: CONNY CULVER, TOWN COUNCIL LIAISON BRENT SINCLAIR, AICP, COMMUNITY DEVELOPMENT DIRECTOR MARGOT HURST, PARKS AND RECREATION ADVISORY BOARD LIAISON JENNIFER JONES, RECORDING SECRETARY ABSENT: COMMISSIONER PAIGE CHRISTIANSEN STUDENT LIAISON, EMILY GRAVES CALL TO AUDIENCE Opened and closed with no comment. I. APPROVAL OF MINUTES OF NOVEMBER 14, 2005 MEETING MOTION: Commissioner Kunisch MOVED to approve the minutes as submitted. Commissioner Needham SECONDED the motion. Motion carried (6-0). II. HISTORY READING BY JIM KRIEGH Commissioner Kreigh passed around a photo he took on Christmas Day 1987 from his home. Mr. Kriegh stated that it is proof that it can snow here on Christmas. Commissioner Kriegh read an article from the Arizona Territorial on November 20, 1975,titled "Explosion $60,000 damage done to area homes leaving three dead", Mr. Kriegh gave a little background on this article, he stated that he happened to be downtown for a meeting and received a message from his wife stating that a plane has crashed into their house. Mr. Kriegh stated that he took off for his house and when he got up to Casas Adobes the air was so black that he could not see to drive. Mr. Kriegh stated that when he got home, all but two of his windows were blown out and even the nails in the wall board were pulled out a little bit from the vibration. Mr. Kriegh explained that the National Forest Service hired a company to build a bunker off of Linda Vista (east on Linda Vista where there is parking area for hikers), and this bunker stored explosives. Mr. Kriegh stated that some kids got hold of some armor piercing bullets and shot through the bunker and blew it up, and killed the boys. Commissioner Kriegh read from another article from the Tucson Daily Citizen, dated October 7, 1974 titled, "Oro Council Moves into Bedroom". "The Oro Valley Town Hall will be moved out of the borrowed high school classroom into a bedroom." Mr. Kriegh stated that the Council first met in a borrowed classroom at Canyon Del Oro. Mr. Kriegh stated that Town Hall moved to 9040 North Oracle Road, before it moving to the offices on Calle Concordia, where Parks and Recreation is located. III. REPORT FROM THE ORO VALLEY HISTORICAL SOCIETY Commissioner Kriegh informed the Commission that starting in March 2006 the Oro Valley Historical Society will be having their meetings on the third Thursday of the each month at the Oro Valley Public Library. Mr. Kriegh stated that the January and February meetings will be held at their current location. Mr. Kreigh stated that a group from the Oro Valley Historical Society was going to get together to decide precisely what their goals, outlines are and which committees they want to form. Mr. Kriegh stated that they are excited to get some things done and achieved by virtue of the committees. IV. REPORT FROM THE HISTORIC PRESERVATION ORDINANCE TASK FORCE; TO ACCEPT THE DRAFT ORDINANCE Vice Chair Baughman pointed out to the Commission that they have a copy of the draft ordinance that just came in from the Town Attorney's Office.Vice Chair Baughman stated that he delivered the ordinance to the Town Attorney on Friday, December 9, 2005. Mr. Baughman stated that he briefly reviewed the proposed changes and they are somewhat different from the things that were discussed. Mr. Baughman suggested postponing this agenda item until the January meeting, so that the Task Force could meet again and go over the proposed changes from the Town Attorney. Chair Sarpalius asked that this item be put on the January 9, 2006 meeting agenda. V. REPORT FROM STUDENT LIAISON No report for this meeting. VI. REPORT FROM THE PARKS AND RECREATION ADVISORY BOARD Margot Hurst, Parks and Recreation Advisory Board Liaison, stated PRAB is really sharing the Commissions joy and excitement with what they saw at the Honey Bee Village tour. Ms. Hurst stated that after the tour Mr. Solomon had some concerns about the trail matching on the south side where it comes to the housing development and stated that Mr. Solomon met this week with the Parks and Recreation department. Ms. Hurst stated that she feels it is a pretty straight forward issue and may involve moving signage on the trail. Commissioner Kunisch asked if the Town is going to put up any temporary fencing up along the southside. Mr. Sinclair replied that the Town will not be putting up any temporary fencing. Vice Chair Baughman pointed out that Ms. Hurst had submitted a couple of suggestions to the Task Force for the ordinance, which they adopted and are included in the draft ordinance. VII. REPORT FROM THE SANTA CRUZ NATIONAL HERITAGE AREA ALLIANCE LIAISON Commissioner Mager stated she will be officially appointed to the Santa Cruz National Heritage Area Alliance on the evening of December 16, 2005, during the next meeting. Ms. Mager stated that Santa Cruz Heritage Area Alliance is an interesting broad based group that has applied for non-profit status DECEMBER 12, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION and it is pending. Ms. Mager informed the Commission that they are currently doing some grass roots fund raising. Ms. Mager stated that they are planning on having more fund raising efforts and she will keep the commission updated on that. Ms. Mager stated that they are very well organized and believes that they expect to introduce the legislation, they have Congressman Kolbe prepared to introduce it to Congress when they adjourn in January. Commissioner Needham asked if it includes a certain area of the Santa Cruz. Commissioner Mager replied that it is the Santa Cruz Valley, from the boarder through Marana to the Pinal County line. Ms. Mager stated that there is a huge group of Museums, Ranchers, Presidios and private property owners. Ms. Mager stated that it will be interesting to see if they can get this designation and what will happen to the area, because ultimately it will become a tourist attraction, as it is now, but as a region it will have more of a draw and she feels that is ultimately the goal is to bring some money into that region which will help some of the rural areas that are a little more depressed and will start to bring some interest into those areas as well. Commissioner Needham asked if water would be put back into the river. Commissioner Mager replied that she did not think that was part of the goal of the group, she stated that it is really about highlighting and celebrating the regions history and culture. Commissioner Needham expressed that she feels this is a really important project because the whole area can be united. Commissioner Mager also stated that this is not only a broad based group, but there is a lot of governments such as Oro Valley, Sahuarita, Nogales, Marana, Pima County buying into this because it is only a win situation and it is not a designation that is going to change any sort of land use, so whether they want to participate or not, it is all voluntary. The idea is that these stake holders are going to determine what is going to happen here, opposed to the government. Chair Sarplaius thanked Commissioner Mager for volunteering to be a liaison for the Historic Preservation Commission and feels that she is going to do a great job. VIII. FORMULATE WORKING GROUP FOR DEVELOPMENT PLAN AND WALL FOR HONEY BEE VILLAGE Mr. Sinclair stated that at the last meeting they talked about what the Commissions role would be for the development plan for the Honey Bee Village site. Mr. Sinclair stated that it is going to be a step approach and the first step would be to build a wall. Mr. Sinclair reminded the Commission that the Town received a grant from the Tohono O'odham Nation to build the wall. Mr. Sinclair explained that the Commissions first step would be to by motion reignite the old working group that developed the concept plan for Honey Bee Village and they would then formulate the design and specifications and report back to the Historic Preservation Commission and then they would go out to bid and build a wall. Mr. Sinclair stated that it would be the same kind of process as with the concept plan only a development plan is a little bit more involved and would probably involve a consultant. Mr. Sinclair refreshed the Commissions memory with the names of the members of working group, Linda Mayro and Roger Annyon from Pima County, Peter Steer from the Tohono O'odahm Nation, Steve Solomon, property owner, Arizona State Museum, Town of Oro Valley Staff. Mr. Sinclair suggested having a representative from the Historic Preservation Commission. DECEMBER 12, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION Chair Sarpalius inquired as to when the working group would meet. Mr. Sinclair replied that the working group would meet during the day, but in terms of the wall, there would not be a big commitment as there will probably only be two meetings. Mr. Sinclair stated that there would be a bigger commitment with the development plan which he anticipates three or four meetings. Chair Sarpalius asked for a volunteer. Vice Chair Baughman stated that he would enjoy doing that. MOTION: Commissioner Needham MOVED to have Vice Chair Baughman to be the Historic Preservation Commission representative with the working group to help design the wall to be going around the Honey Bee Village site. Commissioner Kunisch SECONDED the motion. Motion carried 6- 0. MOTION: Vice Chair Baughman MOVED to reactivate the original working group and report back to the Historic Preservation Commission. Commissioner Kunisch SECONDED the motion. Motion carried 6-0. IX. ADJOURN Chair Sarpalius asked if anyone had anything else to add before adjourning the meeting. Commissioner Needham informed the Commission that on December 15 at 11:00 a.m. there will be a ground breaking ceremony for the rebuilding of the Presidio at the corner of Church Avenue and Washington in Downtown Tucson. Chair Sarpalius stated that the Town will be ordering shirts for the Commissioners and asked that the Commissioners see Ms. Jones before leaving, so that they could pick out a shirt. MOTION: Vice Chair Baughman MOVED to adjourn the Historic Preservation Commission at 6:25 p.m. Commissioner Needham SECONDED the motion. Motion carried 6 yes, 0 no.
