I. APPROVAL OF MINUTES OF JULY 11, 2005 MEETING MOTION: Vice Chair Baughman MOVED to approve the minutes as submitted. Commissioner Kriegh SECONDED the motion. Motion carried (6-0). II. HISTORY READING BY JIM KRIEGH Commissioner Kriegh read an editorial dated 1970. The title of the article was "No to Oro Valley." Commissioner Kriegh talked about the historic marker that used to be located along Oracle Road adjacent to Steam Pump Ranch and also mentioned that he spoke to Mark Weinberg who is considering providing space and the historical monument. Mr. Kriegh read what the monument said: "Canada Del Oro, the early travelers the road through this canyon was one of the most dangerous in Arizona. Indians attacked lone riders and wagon trains along this route from Tucson to old camp grounds along the San Pedro River. Despite the canyons' name very little gold was ever found here". III. REPORT FROM THE HISTORIC PRESERVATION ORDINANCE TASK FORCE August 8, 2005 HISTORIC PRESERVATION COMMISSION MINUTES 2 Vice Chair Baughman stated that the committee has met and they are on their third version of the first draft. Mr. Baughman stated that the committee is faced with the difficulty of not only having to draft the Historic Preservation Ordinance, but there will have to be some amendments to existing ordinances, in particular Planning and Zoning. Mr. Baughman stated that Brent Sinclair, the Community Development Director is working with the committee in identifying existing ordinances and assisting them with the appropriate language. Mr. Baughman stated that due to the open meeting law, he can not discuss the ordinance with members of the Commission outside of the meeting. Chair Sarpalius reminded the Commission that the Task Force was formed to develop a draft ordinance and bring back to the Commission for review and possible changes. IV. REPORTS FROM STUDENT LIASION/PARKS AND RECREATION ADVISORY BOARD Student Liaison, Emily Graves reported that she has finished her lesson plan and is planning to meet with the teachers at Harleson Elementary School to plan a specific date to teach the children about Steam Pump Ranch. Chair Sarpalius requested that Miss Graves provide a copy of the presentation to Jennifer sothat it could be included on the next meeting agenda. Margot Hurst, the Parks and Recreation Advisory Board Representative thanked the Commission for giving'her the opportunity to address the Commission from time to time and she looks forwardto working with the Commission in the future. Chair Sarpalius asked about the call to the audience. Brent Sinclair stated that the common practice at all meetings is to have anyone who wants to speak to the Board or Commissions needs to fill out a blue speaker card. Vice Chair Baughman asked if it would be proper to have the Call to the Audience as Item I on the agenda. V. PUBLIC INFORMATION AND EDUCATION FOR THE HISTORIC PRESERVATION COMMISSION Brent Sinclair introduced Bob Kovitz, Public Information Officer for the Town of Oro Valley. Mr. Kovitz thanked the Commission for inviting him to speak to them. Mr. Kovitz stated that he would present some ideas or ways to disseminate information and talk about which ways are appropriate for the Historic Preservation Commission. Mr. Kovitz explained that the purpose generally in putting information out is to get people to do something, in some cases; we just want people to know something. Mr. Kovitz suggested that the Commission think about what they want people to do when they consider putting the word out. Mr. Kovitz informed the Commission that there are lots of opportunities to share information such as: • Press Releases Sent to the local newspapers, television and radio stations. August 8, 2005 HISTORIC PRESERVATION COMMISSION MINUTES 3 • Town Website • Town Newsletter Starting January 2006, a Town wide newsletter will be sent out. Mr. Kovitz stated that it would not be very big (2 8 1/2 x 11 folded twice) but it was big enough for a lot of information and it would be a great opportunity to get information out to the public. • Television Program on Comcast Mr. Kovitz also informed the Commission of the television program on Comcast that is broadcast live on the last Wednesday of the month at 6:30 p.m. and it is rebroadcast on the following Sunday and Tuesday. The program is called Government Connection and so far all of the Councilmember's have been on and a couple of staff members. This is another opportunity as well. • Water Bill Inserts The Water Department takes reservations for water bill inserts as long as the weight of the water utility bill does not weigh more than one ounce. • A Slide on the Comcast Promotion Channel. • Town Events Written material can be distributed at Town wide events. Commissioner Kriegh asked about the Oro Valley residents that currently has Tucson Water as their water provider, how they would get Town information. Mr. Kovitz replied that those residents would be identified and the information will be mailed. Commissioner Kunisch stated that he has satellite television and he can watch the television program Government Connection. Mr. Kunisch stated that he went to the website and he could not view it from there either. Mr. Kovitz also informed the Commission that they can go to www.accesstucson.org and click on what's playing right now and you will get a video of what is on at that time. VI. STEAM PUMP RANCH PRESENTATION BY BARBARA MARRIOTT Barbara Marriott thanked the Commission for allowing her to speak to them. Ms. Marriott stated that she planned on giving the Commission a very quick briefing on one of the things that is coming up and will bring attention to Oro Valley and its historical days. Ms. Marriott passed out a copy of a project that she is working on the historical significance of Oro Valley and a copy of the cover of her book that is coming out. Commissioner Baughman asked Ms. Marriott when her book was coming out. Ms. Marriott stated that she has been told August 11. Ms. Marriott read an excerpt from her book to the Commission. Ms. Marriott stated that she is hoping to make a PowerPoint presentation at the Library's grand opening. And she will have her book there if people want to buy it. August 8, 2005 HISTORIC PRESERVATION COMMISSION MINUTES 4 Ms. Marriott would like the support of the Historic Preservation Commission to promote her project and in return she will promote the area of Oro Valley. VII. PRESENTAITON OF GRANT APPLICATIONS FOR FUTURE ENHANCEMENTS TO THE HONEY BEE VILLAGE SITE Mr. Sinclair stated that from time to time the Town has grant applications that surface, and back in July the Town received one from the Tohono O'odham Nation. The Town submitted three different grant proposals to the Tohono O'odham Nation and one to the Arizona Department of Transportation, Mr. Sinclair informed the Commission that they are all related to the Honey Bee Village site. Vice Chair Baughman asked Mr. Sinclair how widely distributed the invitation to bid was. Mr. Sinclair stated that the Arizona Department of Transportation is statewide. Mr. Baughman asked about the Tohono O'odham Nation bid, Mayor Loomis replied that all cities and towns in Arizona were invited. VIII. ADJOURN MOTION: Vice Chair Baughman MOVED to adjourn the Historic Preservation Commission at 6:52 p.m. Commissioner Kriegh SECONDED the motion. Motion carried 6 yes, 0 no.
