I. APPROVAL OF MINUTES OF MAY 9, 2005 MEETING MOTION: Vice Chair Baughman MOVED to approve the minutes as submitted. Commissioner Kunisch SECONDED the motion. Motion carried (7-0). II. DISCUSSION AND POSSIBLE APPROVAL OF A MISSION AND OBJECTIVES STATEMENT In an effort to avoid confusion, Chair Sarpalius labeled the document that has the title of Mission and Objects Statement, Document 1, the document that Commissioner Kriegh handed out will be called Document 2 and the third document will be called Document 3. Commissioner Kriegh pointed out to the Commission that he disseminated a revised version of the Mission and Objectives Statement with a slight change. Mr. Kriegh stated that he had no problem with the document reading "the heritage of Oro Valley", however, he does not feel that it is everyone's heritage. June 13, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION 2 Commissioner Mager asked Commissioner Kriegh why he wanted to change the wording in the Mission Statement and Objectives. Commissioner Kriegh stated that he did not agree with the usage of the wording "the heritage of the people of Oro Valley. Mr. Kriegh explained that "heritage" generally refers to someone's historical background that is handed down and he feels that the statement of"the heritage of the people of Oro Valley", does not represent everyone's heritage. Mr. Kriegh stated that instead he felt the wording should represent the historic background and development of the greater Oro Valley area, rather than individual people of Oro Valley. Vice Chair Baughman, suggested breaking the documents down in order to create the Mission Statement and Objectives. Chair Sarpalius clarified for the Commission that this item will have two motions, one for the Mission Statement and one for the Objectives. MOTION: Vice Chair Baughman MOVED to adopt the Mission Statement from Document 2, Commissioner Kunisch SECONDED the motion. Motion carried. (7-0). Commissioner Mager suggested rewording Objective number 6, from document 2, by replacing the word "plaques" with "historical markers" to create an appropriate design. Ms. Mager explained that a plaque implies that everything is going to be interpretive and if there is only a name or a sign it is not interpretive. A plaque represents that there is more on it and she feels that historical markers are better. Chair Sarpalius read Objective number 6, from document 2, with the change that Commissioner Mager's requested, it reads as follows: "To create an appropriate design of historical markers for identification of historic landmarks and districts". Commissioner Kunisch suggested rewording number 5 of the Objectives, from document 2, to read: "To inform and educate the citizens of the greater Oro Valley area concerning the history and heritage of Oro Valley." Vice Chair Baughman stated that the Commissions object is to educate the "world" about Oro Valley. Mr. Baughman suggested rewording number 5 of the objectives to read: "To inform and educate citizens concerning the history and heritage of Oro Valley." MOTION: Vice Chair Baughman MOVED to adopt the Objectives in document 2 and the changes that the Chair has described in number 5 and number 6. Commissioner Mager SECONDED the motion. Motion carried (7-0). June 13, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION 3 III. CONSIDERATION OF POLICIES AND PROCEDURES FOR THE HISTORIC PRESERVATION COMMISSION Vice Chair Baughman stated that he made a motion at the last meeting and apparently misspoke and would like to replace the language of the minutes of May 9, 2005. Mr. Baughman stated that this does not mean that he is changing the minutes of May 9, 2005, but the Commission has adopted a procedure and he would like to change the procedure by adopting at this meeting the following language: "The Chair or a majority of the Commission may call special meetings of the Commission, provided that not less than five calendar days' notice is given." Chair Sarpalius pointed out that under the May 9, 2005 minutes under Item 8, Vice Chair Baughman made the statement and he wishes to amend at this time. MOTION: Vice Chair Baughman MOVED to replace the language of the minutes of May 9, 2005 with the following language "The Chair or a majority of the Commission may call special meetings of the Commission, provided that not less than five calendar days' notice is given." Commissioner Kriegh SECONDED the motion. Motion is carried (7-0). Chair Sarpalius informed the Commission that Item 5 will be heard before Item 4. V. PRESENTATION AND ACCEPTANCE OF HISTORICAL PRESERVATION PLAN Brent Sinclair introduced Mary Hartz-Musgrave to the Commission. Mary Hartz-Musgrave thanked Chair Sarpalius for the opportunity to present the Historical Preservation Plan. Ms. Musgrave informed the Commission that the notion of a Town archive was presented to her shortly after she started working with the Town five years ago. Ms. Musgrave stated that this has been a personal and professional interest of hers. Ms. Musgrave stated that she put together a team of staff that could help the Town find the answers to Town archiving. Ms. Musgrave introduced the team project manager, Tom Sommer. Mr. Sommer thanked the Commission for the opportunity to make his presentation. Chair Sarpalius thanked Tom for his presentation and acknowledged the groups hard work and dedication. Ms. Sapalius stated that the Commission is happy to be able to assist the group in meeting their deadline. June 13, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION 4 MOTION: Vice Chair Baughman MOVED to accept the Historic Preservation Plan and forward the plan without the Ordinance. The ordinance shall be kept to be incorporated into the Objectives and Ordinance of this Commission Commissioner Christiansen SECONDED the motion. Motion carried (7-0). IV. PRESENTATION OF PIMA COUNTY BOND ISSUES 2004 ORO VALLEY PROJECTS Brent Sinclair presented a power point presentation to the Commission. VI. PRSENTATION OF HISTORIC DOCUMENTS BY JIM KRIEGH Commissioner Kriegh informed the Commission of the documents that he has received from Henry Zipf that came from George Pusch. Mr. Kriegh stated that he has put the documents in the order of dates. Mr. Kriegh stated that in book one starts with the year 1871. Mr. Kriegh stated that books two through four are continuations of book one. Mr. Kriegh stated that book five contains writings by Henry Zipf and book six contains miscellaneous items and also some items that he has not had the opportunity to go through. Mr. Kriegh stated that he wanted the Commission to be aware of the documents that he has. Chair Sarpalius wondered if there is something through the library system, where the documents that Commissioner Kriegh has that have a potential of being destroyed could be scanned or microfiche? Brent Sinclair replied that there is a process to do that and the Document Preservation Plan addresses it. Conny Culver requested that Mr. Kriegh bring in to share with the Commission the newspaper that he had read at the podium during a Council meeting about when Oro Valley was formed. Jim Kriegh stated that his wife originally put together the scrap books for the Town and he just recently went through and made an index of the scrap books. These scrap books are available for review at the Oro Valley Library. Vice Chair Baughman suggested that at the beginning of each Historic Preservation Commission meeting that Commissioner Kriegh gives a brief reading of history to give the Commission a sense of the history of Oro Valley. Chair Sarpalius agreed that was an excellent idea. June 13, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION 5 Chair Sarpalius suggested that a flyer be inserted into the water bill with information about the Historic Preservation Commission and also asking if anyone has any documents or photographs that they would contribute to the Town. Commissioner Kriegh stated that not all of Oro Valley gets a bill from the Oro Valley Water Department, some of the Town is on Tucson Water. Mr. Sinclair stated that he will present to the Commission at the next meeting some ways in which they can do that, either in the water bill or website. Commissioner Kriegh informed the Commission that when news articles came out in the Northwest Explorer and the Northwest section, he received phone calls from people and had a lady come from the other side of the Tucson Mountains to bring him a drawing that her brother had made of Steam Pump Ranch. Mr. Kriegh stated that the drawing shows approximately where the old monument along the highway should be. Chair Sarpalius clarified that at that time there wasn't a Commission and people reached out to Jim, but she wants the citizens of Oro Valley to know that the Historic Preservation exists. VII. REPORT FROM THE HISTORIC PRESERVATION ORDINANCE TASK FORCE Vice Chair Baughman stated that the task force has met twice and has reviewed all of the ordinances that they had copies of. Mr. Baughman stated that the task force has decided to use the Sedona ordinance as a guide, which will have to be adjusted to deal with several things such as prehistoric sites and the historic document preservation. Mr. Baughman stated that this item is not ready to be approved; he simply stated that this is information for the Commission to know where the task force is on the process. Mr. Baughman informed the Commission that the next meeting will be June 30, 2005 and if anyone from the Commission has any suggestions or ideas to please let the task force know so that it can be discussed at the next meeting. Chair Sarpalius clarified for the record that the task force was formed at the last meeting and they are working on an ordinance, one of the directives from the Town Council. Ms. Sarpalius also stated that when the task force has completed a draft ordinance, a copy will be sent to the Commissioners in advance to a meeting in which they will then move to accept the ordinance. Mr. Baughman also informed the Commission that there will be some things that maybe a little controversial. Mr. Baughman stated that the task force will highlight those things that will require a decision on the part of the Commission, as to what kind of recommendation the Commission makes to the Town Council. Mr. Baughman asked Brent Sinclair if the Commission will have a work session with the Town Council, once the Commission has something to present to the Town Council and can begin to educate the Council with what they are trying to accomplish. June 13, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION 6 Mr. Sinclair stated that a study session is probably appropriate. VIII. DISCUSSION OF JUNE 8TH CAMP Chair Sarpalius stated that not all of the Commissioners were able to attend the June 8, 2005 CAMP, but asked that the Commissioners that did attend to share with everyone a one minute recap. Commissioner Christiansen stated that there was a lot of interesting information that came out of the conference, especially for a new commissioner. Mr. Christiansen stated that the approach was real simplistic and often felt like he was a fifth grader going to summer camp with the whistles and horns, which he felt took away from the program. Commissioner Kunisch stated that he enjoyed the presentation on the design guidelines. Mr. Kunisch feels that is an important item for the Commission to talk about, he wondered if a subcommittee within the Commission or will it be part of the development review board. Mr. Kunisch stated that his interpretation was that Historic Preservation Commissions have their own design review boards. Vice Chair Baughman, stated that he attended the entire conference and he really enjoyed the conference. Mr. Baughman stated that the State conference had programs on how to preserve an airport and programs on archeology, but felt that there were a lot of programs that were not of a lot of use for someone that is new on a commission, and therefore he has requested that next year there be a tract for new commissioners. Mr. Baughman stated that there is another conference in mid June in Glendale and he has been asked to help develop a tract for new people. Commissioner Kriegh agreed with everyone's opinions. Mr. Kriegh stated that he is glad to see someone as energetic as Bob in doing these conferences. Mr. Kriegh stated that there was good discussion and he felt that the attorney from Phoenix did a good job of discussing the legal aspects of it and found the design guidelines to be very interesting. Conny Culver stated that the gentlemen that gave the power point presentation on design guidelines sent her a copy via email. Ms. Culver stated that she would be happy to send it to anyone that would like to have it, she also stated that the file is very large and would take a long time to download. Ms. Culver stated that she will be sending a copy to Brent. Chair Sarpalius suggested that the presentation be printed out and sent as a hard copy to everyone. Chair Sarpalius thanked the Commissioners and Town staff that attended the CAMP and the entire conference and also for the information that was brought back to the Commissioners that were unable to attend. June 13, 2005 DRAFT MINUTES, HISTORIC PRESERVATION COMMISSION 7 Brent Sinclair stated that they needed to thank Jennifer again, because she was able to get the Commission in free. Mr. Sinclair also stated that if anyone saved their receipts for parking to please give them to Jennifer for reimbursement. Commissioner Kriegh stated that he did receive a remark from one of the leaders at the CAMP about the show from Oro Valley and they were very impressed. Commissioner Needham reminded the Commission that she is a tour guide in downtown Tucson and she has some connections with some people who can organize a tour of the Zelweger house and the Commission can also see where the Pusch store was and the gracious homes of that era. Commissioner Kriegh stated that he has the articles of incorporation for the Tucson Ice and Cold Storage and that building is still standing. Mr. Kriegh stated that you can see the building off of Park Avenue and it is being redone, however, the Tucson Ice and Cold Storage still shows. IX. REPORTS FROM STUDENT LIASION/PARKS AND RECREATION ADVISORY BOARD Brent Sinclair stated that this item is on the agenda to provide an opportunity for the Student Liasion and/or the Parks and Recreation Advisory Board to make any presentations or discussions. X. ; ADJOURN Chair Sarpalius extended her thanks on behalf of the Commission to Jennifer and Brent for the hard work that they have put in to work with all of the Commissioners and appreciates the hard work it takes to start a new Commission. Ms. Sarpalius also recognized and thanked Conny Culver for attending the CAMP representing the Commission and attending all of the Historic Preservation Commission meetings. MOTION: Chair Baughman MOVED to adjourn the Historic Preservation Commission at 8:10 p.m. Commissioner Needham SECONDED the motion. Motion carried 7 yes, 0 no.
