DISCUSSION TO AMEND/EXPAND THE TOWN'S RECREATION STANDARDS Chair Tom Honebrink reported that Board Member Robert Evans met with Council Member/Parks& Recreation Advisory Board Liaison Terry Parish and Mr. Bill Adler regarding possible changes to the Oro Valley Zoning Code, Chapter 4, F. Provisions of Recreation Area Standards. Board Member Robert Evans reported that Council Member Parish and Mr. Adler discussed Minimum Recreation Area Standards in particular the dedication of a recreational area on the final subdivisions plat with equals a ration of one acre to 85 dwellings units. In response to a question by Chair Honebrink, Parks&Recreation Administrator Ainsley Reeder responded that the Development Review Committee (DRC)comprised of Town Staff including Parks&Recreation Division review new developments. In response to a question by Board Member Evans, the Planning and Zoning Division engages the Parks& Recreation Division for comments and recommendations. Board Member Evans commented that before the Town of Oro Valley incorporation from Pima County there was no recreation element.Board Member Evans commented that Council Member Parish planned to contact University of Arizona Professor of Planning and Director of the School of Planning,Barbara Becker,Ph.D to help update the Town of Oro Valley standards. In response to questions by Chair Honebrink,Parks &Recreation Administrator Reeder commented that a year and half ago Senior Planner Bayer Vella began discussions with the Parks&Recreation Advisory Board about Parks &Recreation Code Update. Since that time, Mr. Vella has lost several staff members. Parks &Recreation Administrator Reeder explained that the Zoning Codes for subdivisions and Recreation Standards for public parks are two separate issues. 3/9/05 Study Session Minutes,Parks&Recreation Advisory Board Ms. Reeder commented the Parks&Recreation Division planned to conduct a needs assessment next fiscal year. Following discussion Chair Honebrink summarized the Parks&Recreation Advisory Board approach to move forward in regards to: Recreation Standards—Needs Assessment Assist Town Staff with an in-house needs assessment Review the Naranja Town Site Needs Assessment Investigate using university students for assistance with surveys via mail or phone Review other agencies needs assessment Provision of Recreation Area—Zoning Code Board Member Robert Evans to work with Senior Planner Bayer Vella—collecting information 2. APPROVAL OF WEDNESDAY,MARCH 9,2005 STUDY SESSION AND REGULARS SESSION MINUTES MOTION: Board Member Margot Hurst made a MOTION to APPROVE the March 9, 2005 Study Session and Regular Session Minutes. Board Member Laura Clark SECONDED the Motion. Motion carried 6-0 CALL TO AUDIENCE Chair Tom Honebrink opened the Call to the Audience. Chair Honebrink welcomed and recognized Council Member Barry Gillaspie. Council Member Gillaspie discussed that it is time to talk about owning,maintaining, and preserving trails and open space. Chair Honebrink closed the Call to the Audience. 2. PARKS &RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT Council Member Terry Parish reported that Parks &Recreation Advisory Board Member Robert Evans and Mr. Bill Adler met to discuss private recreational areas and in lieu fees.He stated that in lieu fees currently collected are not significant. Town Council would like Parks &Recreation Advisory Board(PRAB)to make recommendations to change the current policy. 3/9/05 Regular Session Minutes,Parks&Recreation Advisory Board Council Member Parish commented that having Parks&Recreation be its own department with its own budget is a parks priority. Town Council needs a strategy to raise money, and should investigate other agencies different ways of raising money. Council Member Parish met with Anne Britt and Sue Clark of Pima Trails Association and discussed defining and creating policy or an ordinance to protect Town of Oro Valley trails. Council Member Parish commented that Town Council wants input from PRAB. Council Member Parish reminded PRAB that he and Parks&Recreation Administrator Ainsley Reeder are available to PRAB. 3. ORO VALLEY PARKS&RECREATION EQUESTRIAN PROGRAM OPPORTUNITIES— DISCUSSION AND POSSIBLE ACTION Parks&Recreation Administrator Reeder met with Recreation Coordinator Lynanne Dellerman to discuss the potential of an equestrian program.Recreation Coordinator Dellerman explained that this opportunity is not readily available. Equestrian businesses are doing well and are not seeking partners. Chair Tom Honebrink suggested advertising a for equestrian businesses to partner with the Town. Chair Honebrink requested that Town Staff continue to investigate and add to a future agenda. In response to a question by Chair Honebrink,Parks&Recreation Administrator Ainsley Reeder commented that Town Staff would explore the possibility of leasing horses. 4. RECREATION STANDARDS BY PARKS&RECREATION ADVISORY BOARD ROBERT EVANS —FOR DISCUSSION AND POSSIBLE ACTION Chair Honebrink summarized the Parks&Recreation Advisory Board Study Session Discussion To Amend/Expand The Town's Recreation Standards. Board Member Robert Evans would work with Planning and Zoning Senior Planner Bayer Vella to gather information to update Oro Valley Zoning Code, Subdivision and Development Plans,F. Provision of Recreational Area. This agenda item to be placed on the next Parks &Recreation Advisory Board Regular Session Agenda. 5. CAPITAL IMPROVEMENT PROJECTS (CIP) STATUS REPORT BY PARKS &RECREATION ADVISORY BOARD MEMBER MIKE WILSON—DISCUSSION Parks &Recreation Administrator Ainsley Reeder reported in behalf of Board Member Mike Wilson. The Parks&Recreation Division had two Capital Improvements Projects (CIP) selected for consideration. New Tot Turf at James D. Kriegh Park $25,000 Safety issue: pulling away form concrete New truck for Parks Maintenance Supervisor $6,000—funding to put toward truck. In response to questions by the Parks&Recreation Advisory Board, Parks &Recreation Administrator Reeder replied that the foam like the tot turf is the best and safest material for playground surfaces. Canada 2 3/9/05 Regular Session Minutes,Parks&Recreation Advisory Board del Oro Riverfront Park and James D.Kriegh Park have foam surfaces.The tot turf may have some color or be a solid color,depending on cost. It will match the play structure. In response to a question by Chair Honebrink and Vice Chair Jody Sinding, Parks&Recreation Administrator Reeder commented that the$6000 for a truck could be rolled over for one year. 6. HISTORICAL PRESERVATION COMMISSION STATUS REPORT BY PARKS&RECREATION ADVISORY BOARD MEMBER MARGOT HURST—DISCUSSION Board Member Margot Hurst reported that the quality of applicants for the Historical Preservation Commission(HPC)was outstanding. Town Council will appoint seven members to the HPC in April 2005.A study session may be held between Town Council,Development Review Board,Parks&Recreation Advisory Board and the HPC in May 2005. In response to question by Board Member Robert Evans,Board Member Hurst commented that the HPC would consist of seven members. Six appointed by Town Council plus the Town Historian James D. Kriegh. Council Member Conny Culver is the Historical Preservation Committee Liaison. 7. CARADA DEL ORO SHARED-USE PATH STATUS REPORT BY PARKS &RECREATION ADMINISTRATOR AINSLEY REEDER—DISCUSSION Parks&Recreation Administrator Ainsley Reeder reported that the Development Review Committee has not received a design concept report from engineers yet. The Canada del Oro Shared-Use Path will be located on the east side of the Canada del Oro Wash.No public meeting has been scheduled at this time. In response to a question by Chair Tom Honebrink, Parks&Recreation Administrator Reeder commented that the engineers consistently listed the name Canada del Oro Linear Shared-Use Path on public notices. It is noticed as a development of a linear park. In response to questions by Board Member Laura Clark, Parks&Recreation Administrator Reeder commented that the Transportation Enhancement Grant allows three years to develop a plan. 8. CARADA DEL ORO ACCESS TRAIL—STATUS REPORT BY PARKS&RECREATION ADMINISTRATOR AINSLEY REEDER—DISCUSSION Parks&Recreation Administrator Ainsley Reeder reported that Pima County Natural Resources,Parks& Recreation and the Town of Oro Valley staff discussed the possible closure of the Canada del Oro Access Trail (aka Logan's Crossing Trail) due to sand washed onto the street. Canada del Oro Access Trail is owed by Pima County. Town Manager Chuck Sweet proposed creating an intergovernmental agreement between the two agencies specifying that the Oro Valley Public Work Department would pick up the sand on the street as needed and charge Pima County.Pima County would continue maintaining the trail. 9. BOARD MEMBERS REPORTS—ATTENDANCE AT OTHER TOWN MEETINGS INCLUDING BOARD OF ADJUSTMENT,BUDGET AND BOND COMMITTEE,DEVELOPMENT REVIEW BOARD,PLANNING COMMISSION AND TOWN COUNCIL No reports 3 3/9/05 Regular Session Minutes,Parks&Recreation Advisory Board 10. PARKS&RECREATION ADMINISTRATOR'S REPORT Parks&Recreation Administrator Ainsley Reeder reported that the Parks Maintenance Operator who was hired two months ago has resigned. The Groundskeeper now employs him. Delron Mechanical was awarded the Oro Valley Municipal Pool enclosure contract.The Plexiglas window was installed. Arizona Distance Classic Half Marathon Fitness Expo will be held Saturday 12, 2005,March from 8:00 .m.to 5:00 p.m. at Northwest Medical Center—Rancho Vistoso. Oro Valley Recreation Room dedication is scheduled for Friday, April 1,2005 from 4:00 p.m. to 5:00 p.m. DARE Rec n' Roll Trailer paint job is completed. The DARE Rec n' Roll will be featured at the Oro Valley Spring Fun Camp. Arizona Parks&Recreation Association Conference on Open Space-Celebrating Open Space: Understanding the Past,Embracing the Future, is planned for April 27,2005. Any Parks&Recreation Advisory Board interested in attending should contact the Parks&Recreation office 11.
