Vice Mayor/Parks &Recreation Advisory Board Liaison Town Staff: Ainsley Reeder, Parks&Recreation Administrator 1. APPROVAL OF TUESDAY,FEBRUARY 21, 2006 REGULAR SESSION MINUTES Vice Chair Dennis Ottley made a MOTION to APPROVE the Tuesday, February 21, 2006, Regular Session Minutes, as amended. Board Member Robert Evans SECONDED the Motion. Motion carried 6-0. CALL TO AUDIENCE Chair Tom Honebrink opened the Call to the Audience. Chair Honebrink closed the Call to the Audience. 2. PARKS& RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT Vice Mayor Terry Parish gave a brief status report on the Naranja Town Site trail development. Vice Mayor Parish expressed that the Greater Oro Valley Arts Council will be an important partner in the development of the Naranja Town Site. 3/14/06 Minutes,Oro Valley Parks&Recreation Advisory Board 3. PRESENTATION ON SOFTBALL BY ORO VALLEY FAST PITCH SOFTBALL REPRESENTATIVE MIKE CELAYA—DISCUSSION Oro Valley Fast Pitch Softball representative Mike Celaya addressed the Parks & Recreation Advisory Board about the Oro Valley Fast Pitch Softball. Mr. Celaya explained that the league provides a sports outlet for girls teaching them the fundamentals of the sport. Oro Valley Fast Pitch presently serves 300 players forming 27 teams from ages 5 to 18. Mr. Celaya explained as softball increasingly becomes more popular one of the challenges the organization will face is growth. The need for additional softball fields is very critical to support players and their families. Mr. Celaya stressed the benefits and importance of maintaining the partnership with the Town of Oro Valley. Parks&Recreation Administrator Ainsley Reeder described the benefits with the relationship with existing leagues provide a service for the residents of Oro Valley. The Parks &Recreation Advisory Board thanked Mr. Celaya. Mr. Celaya thanked PRAB and the Town for their support. He invited the PRAB members to attend a softball game. 4. PARKS & RECREATION ADVISORY BOARD 'S INVOLVEMENT WITH USERS GROUPS-DISCUSSION AND POSSIBLE ACTION Parks &Recreation Advisory Board(PRAB)discussed how PRAB could be proactive in engaging user groups. Ideas Discussed: • Identify Groups and Connect with Groups • Write a Letter • Attend Meetings, Opening Ceremonies • Create a Newsletter • Obtain Feedback • PRAB members willing to attend league or board meetings • Open House, Ribbon Cutting at Naranja Town Site • Work with Friends of the Park • Partner with Greater Oro Valley Arts Council Following discussion, PRAB decided to schedule a study session to discuss about this item further. 5. PARKS&RECREATION LOBBY ISSUES ADDRESSED IN WASHINGTON DC— DISCUSSION Parks &Recreation Administrator Ainsley Reeder reported as the Arizona Parks& Recreation Association President she had the opportunity to go to Washington DC to lobby for the continued funding for the Land Conservation Fund and Rivers,Trails Fund. 2 3/14/06 Minutes,Oro Valley Parks&Recreation Advisory Board Ms. Reeder explained that James D. Kriegh Park benefited from the Land Conservation Fund program. Ms. Reeder encouraged PRAB members to consider attending next year. The Congressman Aides were very interested in what the residents had to say. 6. PROPOSED 2006-2007 PARKS & RECREATION DIVISION BUDGET— DISCUSSION Parks&Recreation Administrator Ainsley Reeder provided the Parks &Recreation Advisory Board with the Parks &Recreation Division FY 2006—2007 Budget. Ms. Reeder explained the five operational sections, special events, highlights, goal and objectives, graphs, and staff positions. 7. STATUS REPORT PARKS &RECREATION ADVISORY BOARD BED TAX RECOMMENDATIONS FOR TOWN COUNCIL'S CONSIDERATION— DISCUSSION Chair Tom Honebrink reported he planned to attend the Town Council Regular Session meeting scheduled for March 15, 2006 to discuss the Parks&Recreation Advisory Board's recommendation for expenditure of bed tax funds. 8. STATUS REPORT ON THE DEVELOPMENT OF A DRAFT TOWN POLICY REGARDING DONATIONS TO THE TOWN AND AUTHORIZATION OF CORPORATE NAMING OPPORTUNITIES—DISCUSSION Board Member Ray Caryl reported that the subcommittee is gathering information to be presented at the next Parks &Recreation Advisory Board Regular Session Meeting. Parks &Recreation Advisory Board Branding subcommittee members requested that the Parks &Recreation Administrator Ainsley Reeder send copies of information retrieved to Vice Mayor/Parks &Recreation Advisory Board Liaison Terry Parish. 9. STATUS REPORT ON THE NARANJA TOWN SITE TRAILS PLAN—DISCUSSION Parks &Recreation Administrator Ainsley Reeder reported that staff has been directed to move forward with the development of the trail plan at the Naranja Town Site. Parks&Recreation staff has met with signage companies to obtain quotes and design. Site furniture has been ordered. 50%of the tools to develop the trail have been purchased. Parks &Recreation staff met and walked proposed trail with Town's Risk Management representative. 3 3/14/06 Minutes, Oro Valley Parks&Recreation Advisory Board 10. BOARD MEMBER REPORTS-ATTENDANCE AT OTHER TOWN MEETINGS INCLUDING BOARD OF ADJUSTMENT,FINANCE AND BOND COMMITTEE, DEVELOPMENT REVIEW BOARD,HISTORICAL PRESERVATION COMMISSION,PLANNING COMMISSION AND TOWN COUNCIL Board Member Margot Hurst reported on the Historical Preservation Commission. Ms. Hurst reported that the Honey Bee Village Archeological Preserve Planning Group met March 2, 2006 to discuss Honey Bee Village preservation considerations. The next Historical Preservation Commission meeting is scheduled for April 12, 2006 Study Session. Board Member Ray Caryl had no report on Town Council. Chair Tom Honebrink had no report on Board of Adjustment. Vice Chair Dennis Ottley had no report on Town Council. Board Member Laura Clark had no report on the Finance and Bond Committee Board Member Robert Evans had no report on the Development Review Board. 11. PARKS&RECREATION ADMINISTRATOR'S REPORT Parks & Recreation Administrator Ainsley Reeder commented that Recreation Leader Adelina Martin did an excellent job recruiting volunteers to help run the Town of Oro Valley station during the Arizona Distance Classic Half Marathon on Sunday, March 12, 2006. Ms. Reeder reported that she and Lynanne Dellerman, Recreation Coordinator met with Associate to the Superintendent Todd Jaeger to discuss Amphitheatre School District Facility usage for Oro Valley Parks &Recreation Summer Fun Camps reconsideration. 12. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT Chair Tom Honebrink met with Greater Oro Valley Arts Council's (GOVAC) President Dr. Satish Hiremath to discuss the ways the Parks &Recreation Advisory Board(PRAB) and GOVAC could partner. Chair Honebrink invited Dr. Hiremath to a PRAB meeting to continue discussion on the ways GOVAC and PRAB could build their partnership. Chair Honebrink explained that the West Lambert Lane Park revision of the master plan is on the PRAB work plan. He gave a brief history and status report to the new members about the development of the master plan revisions. 13. The next Parks&Recreation Advisory Board Regular Session is scheduled for Tuesday, April 11, 2006 at or after 7:00 p.m. Location to be determined. 15. ADJOURNMENT Chair Tom Honebrink adjourned the Tuesday, March 14, 2006 Parks &Recreation Advisory Board Regular Session Meeting at 8:52 p.m. with no objections.
