CALL TO AUDIENCE Chair Tom Honebrink opened the Call to the Audience. Chair Honebrink closed the Call to the Audience. 1. PARKS&RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT Terry Parish,Vice Mayor,invited the Parks&Recreation Advisory Board to attend the Naranja Town Site Trails Dedication on Friday, June 9, 2006 at 8:00 a.m. Vice Mayor Parish announced that Ventana Medical Systems is the charter donor. Ventana Medical Systems will make a challenge to other companies, organizations and individuals to donate to the Naranja Town Site Fund. Ventana Medical Systems will donate $5,000 and kick an additional $5,000 match up to $5,000. Vice Mayor Parish also explained that the donation to the Naranj a Town Site Fund is tax deductible. 6/6/06 Minutes,Oro Valley Parks&Recreation 2. ELECTION OF THE PARKS AND RECREATION ADVISORY BOARD CHAIR Board Member Margot Hurst nominated Board Member Dennis Ottley as Parks & Recreation Advisory Board Chair. Board Member Robert Evans seconded the nomination. All in favor 5-0. Board Member Dennis Ottley accepted the Chair nomination. 3. ELECTION OF THE PARKS AND RECREATION ADVISORY BOARD VICE CHAIR Board Member Tom Honebrink nominated Board Member Ray Caryl as Parks & Recreation Advisory Board Vice Chair. Board Member Margot Hurst seconded the nomination. All in favor 5-0 Board Member Ray Caryl accepted the Vice Chair nomination. 4. PUBLIC HEARING—ITEMS TO BE INCLUDED IN THE 2008 PIMA COUNTY BOND ELECTION—DISCUSSION AND POSSIBLE ACTION Chair Dennis Ottley opened the public hearing. Chair Dennis Ottley closed the public hearing. Parks & Recreation Administrator Ainsley Reeder explained that Pima County Natural Resources, Parks & Recreation Department has requested that the Town submit a preliminary "wish list" of items to be included in the proposed 2008 Pima County Bond Election. Ms. Reeder explained that this "wish list" would only be used as a guide as Pima County begins the bonding process. Discussion followed,the Parks &Recreation Advisory Board has recommended the following items: Priority Bond 1 Big Wash Linear Park(North of Tangerine Road to Pinal County) 2 CDO Wash Linear Park(Southwest of La Canada to Town Boundary) 3 Acquire Access and Develop Existing Rancho Vistoso Trailhead to Tortolita Mountain Park 4 Equestrian Staging Area(La Canada&CDO Wash at Ranch Feliz- SW Corner) 5 Equestrian Staging Area(South of Vestar Development @ CDO Wash) 6 Kelly Ranch-Additional Funding for Acquisition 7 Naranja Town Site Dog Park, Playgrounds, Trails, BMX Track, Skate Park and Supported Facilities 8 Naranja Town Site Lighted Ballfelds and Support Facilities 9 Overton Arts Center Area—Construct Soccer/Softball/Baseball Ballf eld Complex and Support Facilities 10 James D. Kriegh Park Upgrades -Field Lights, Racquetball Courts, Picnic &Play areas 11 West Lambert Lane Park- Construct Items Added: 12 Acquire land east of James D. Kriegh Park 13 Steam Pump Ranch 14 Acquire land south of West Lambert Lane Park 2 6/6/06 Minutes, Oro Valley Parks&Recreation MOTION: Board Member Robert Evans made a MOTION to recommend for Town Council consideration the "wish list"as prioritized as above for the 2008 Pima County Bond Election. Board Member Margot Hurst SECONDED the motion.Motion carried UNANIMOUSLY carried 5-0. 5. JOINT STUDY SESSION WITH TOWN COUNCIL ON THE DEVELOPMENT OF A DRAFT TOWN POLICY REGARDING DONATIONS TO THE TOWN AND AUTHORIZATION OF CORPORATE NAMING OPPORTUNITIES — DISCUSSION Chair Dennis Ottley reported that Parks & Recreation Advisory Board Members Ray Caryl, Margot Hurst, Parks & Recreation Administrator Ainsley Reeder and himself reviewed and made corrections to the draft Branding and Naming Policy#6. A Joint Study Session with Town Council has been scheduled for Monday, June 12, 2006 at 5:30 p.m. Chair Dennis Ottley recognized Mr. Bob Delaney, new Parks & Recreation Advisory Board Member. Mr. Delaney noted that under PROCESS: INITIAL NAMING OF PARKS AND FACILITIES of the Naming and Branding Policy needs to reflect the changes he suggested regarding renaming park. Parks & Recreation Administrator Ainsley Reeder reported she would contact the Legal Department. 6. ESTABLISHMENT OF AN ANNUAL ORO VALLEY PARKS & RECREATION AWARD -DISCUSSION AND POSSIBLE ACTION Parks & Recreation Administrator Ainsley Reeder reported that staff is gathering information and would be prepared to present at the next Parks & Recreation Advisory Board meeting. This agenda item: ESTABLISHMENT OF AN ANNUAL ORO VALLEY PARKS & RECREATION AWARD - DISCUSSION AND POSSIBLE ACTION was tabled for a future Parks &Recreation Advisory Board Regular Session meeting. 7. STATUS REPORT ON THE NARANJA TOWN SITE TRAILS DEVELOPMENT AND RELATED EVENTS—DISCUSSION Parks &Recreation Administrator Ainsley Reeder reported on the Naranja Town Site Trails Development: ■ Benches installed ■ Entry gate and fence to be installed ■ Ventana Medical Systems copper plate logo was installed 3 6/6/06 Minutes, Oro Valley Parks&Recreation 8. POTENTIAL FOR INSTALLING LIGHTS AT EXISTING AMPHITHEATER SCHOOL DISTRICT TENNIS COURTS—DISCUSSION AND POSSIBLE ACTION Board Member Ray Caryl reported that he talked with Amphitheater(Amphi) School District about the tennis courts. Amphitheater School District tennis courts presently do not have lights. Board Member Caryl suggested the Town of Oro Valley(Town) and Amphitheater School District install lights and share the costs or possibly the Town purchase lights and Amphi pay electricity or vice versa. Following discussion,the PRAB members requested staff to explore this issue with Amphi. MOTION: Board Member Ray Caryl made a MOTION to begin discussion with Amphitheater School District concerning why lighting not provided on tennis courts and explore lighting options for Amphitheater School District tennis courts. Board Member Tom Honebrink SECONDED the motion. Motion UNANIMOUSLY carried 6-0. 9. BOARD MEMBER REPORTS- ATTENDANCE AT OTHER TOWN MEETINGS INCLUDING BOARD OF ADJUSTMENT, FINANCE AND BOND COMMITTEE, DEVELOPMENT REVIEW BOARD, HISTORICAL PRESERVATION COMMISSION, PLANNING COMMISSION AND TOWN COUNCIL Board Member Margot Hurst had no report on the Historical Preservation Commission. Board Member Ray Caryl had no report on Town Council. Board Member Tom Honebrink had no report on Board of Adjustment. Board Member Laura Clark had no report on the Finance and Bond Committee Board Member Bob Evans had no report on Planning Commission Vice Chair Dennis Ottley reported on 2006 Arizona Parks & Recreation Association Conference on Open Space "Get It, Use It, Keep It" held on May 22, 2006 at the Arizona State University-Memorial Union in Tempe, Arizona. 10. PARKS &RECREATION ADMINISTRATOR'S REPORT Parks &Recreation Administrator Ms. Ainsley Reeder welcomed the new Parks & Recreation Board Members: Robert Delaney, Lyra Done, and Susannah Meyers. Ms. Reeder invited PRAB member to attend the 2006 Arizona Parks & Recreation Association (APRA) Conference and Trade Show, Boards and Commissions Day to be held on Thursday, August 31, 2006. The APRA conference will be held in the Mesa Convention Center in Mesa, Arizona. 4 6/6/06 Minutes, Oro Valley Parks&Recreation Ms. Reeder reported that Vice Mayor Terry Parish will be presenting at the APRA Conference, Thursday, August 31, 2006, Board and Commission Member's Day. Vice Mayor Parish will be discussing how to work with city officials. 11. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT Chair Dennis Ottley encouraged PRAB members to attend the 2006 Arizona Parks& Recreation Association(APRA) Conference,Boards and Commissions Day. 12. FUTURE AGENDA ITEMS ■ Develop a Parks &Recreation Award 13. SCHEDULING NEXT PARKS & RECREATION ADVISORY BOARD MEETING The next Parks &Recreation Advisory Board Regular Session is scheduled for Tuesday, July 11, 2006 at or after 6:30 p.m. Location to be determined. 14. ADJOURNMENT Chair Dennis Ottley adjourned the Tuesday, June 6, 2006 Parks &Recreation Advisory Board Regular Session Meeting at 8:05 p.m. with no objections.
