Chair Dennis Ottley opened the Call to the Audience.

1. PARKS&RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER
REPORT
Parks &Recreation Administrator Ainsley Reeder reported that Vice Mayor Parish was
unable to attend tonight's meeting.
Ms. Reeder reported in behalf of Vice Mayor Parish.
At the July 19, 2006 Town Council meeting,Mr. James Kriegh and Northern Pima
County Chamber of Commerce will present each a $1,000 check for the Naranja Town
Site Fund.
Other items of discussion at the July 19, 2006,Town Council meeting:
• The 2006 Transportation Art by Youth Summer Program members will present
their design to Town Council.
• Adoption of the final budget of the Town for FY 2006-2007
• The selection, appointment and employment of a new Town Manager will be
discussed.
At the August 16, 2006,Town Council meeting the Naranja Town Site Education
Campaign and Logistics Timetable will be presented.

2. 2006 ARIZONA PARKS&RECREATION ASSOCIATION (APRA)
CONFERENCE BOARD MEMBERS DAY—DISCUSSION AND POSSIBLE
ACTION
The 2006 Arizona Parks&Recreation Association(APRA) Conference,Boards and
Commissions Members Day will be held Thursday, August 31, 2006 from 7:00 a.m. to
9:00 p.m. at the Mesa Convention Center in Mesa, Arizona.
Parks&Recreation Administrator Ainsley Reeder explained that transportation will be
provided. Ms. Reeder asked Parks&Recreation Advisory Board Members to meet at
Town Hall at 5:30 a.m. to leave promptly thereafter.
3. AN ANNUAL ORO VALLEY PARKS&RECREATION AWARD STATUS
REPORT—DISCUSSION AND POSSIBLE ACTION
Parks &Recreation Administrator Ainsley Reeder reviewed the Arizona Parks &
Recreation Association's Volunteer of the Year Award criteria.
APRA Volunteer of the Year Award Criteria:
1. Contributed a needed service to the community or field of parks,recreation,
and/or cultural service.
2. Involvement was active.
3. Initiated a new program(s)or activities and used innovative methods to solve
problems.
4. Amount of time devoted to the activity or service was significant.
5. Activity or service produced positive changes and provided examples for other
groups.
Vice Chair Ray Caryl suggested"Trail of Tributes". It would offer public recognition as
a permanent feature at the Naranja Town Site for the community to see.
Chair Dennis Ottley commented that down the road a"walk of fame"could be added to
the Naranja Town Site.
Chair Ottley recommended Mr. Mike Wilson to be the first recipient of the Oro Valley
Parks &Recreation Award.
Mr. Wilson has served as a dedicated member of the Parks &Recreation Advisory Board
and is the founding father of the Oro Valley Junior Golf Program. Mr. Wilson recently
organized the first Oro Valley Junior Championship Tournament.
MOTION: Vice Chair Ray Caryl made a MOTION to duplicate the same Volunteer
of the Year Award Criteria as established by the Arizona Parks &
Recreation Association (APRA) related to the Oro Valley Parks &
Recreation Award. Board Member Bob Delaney SECONDED the
motion. Motion UNANIMOUSLY carried 7-0.
MOTION: Board Member Lyra Done made a MOTION to recommend Mr. Mike
Wilson as the first recognized recipient of the Oro Valley Parks &
Recreation Award. Board Member Margo Hurst SECONDED the
motion. Motion UNANIMOUSLY carried 7-0.

Parks & Recreation Administrator Ainsley Reeder commented that the award date could
be discussed with Vice Mayor / Council Liaison to the Parks & Recreation Advisory
Board Terry Parish.
4. PROPOSED 2006-2007 PARKS &RECREATION DIVISION BUDGET STATUS
REPORT—DISCUSSION
Parks &Recreation Administrator Ainsley Reeder explained that the Parks&Recreation
Division requested for the part time recreation leader to become a full time position, hire
an additional Parks Maintenance Operator and Office Specialist. Town Council adopted
the tentative FY 2006 -2007 budget which included 18.5 new positions however it is
contingent upon the adoption of a 4%utility sales tax by September 30, 2006.
Ms. Reeder reported that the Parks&Recreation Division will become the Parks&
Recreation Department.
Ms. Reeder thanked the Parks&Recreation Advisory Board for their support during the
budget process.
5. FEEDBACK ON THE PARKS &RECREATION ADVISORY BOARD TENT AT
THE FOURTH OF JULY EVENT TO PROMOTE AND EDUCATE THE PUBLIC
REGARDING THE NARANJA TOWN SITE STATUS REPORT—DISCUSSION
Board Member Bob Delaney reported that the Oro Valley Friends of the Parks had a
booth at the 4th of July Celebration providing and talking about the Naranja Town Site
with the community. Board Member Delaney commented that most of the people he
talked to were in favor of the Naranja Town Site.
Board Member Robert Evans suggested next year placing the Oro Valley Friends of the
Parks booth near the food donation collection.
6. STATUS REPORT ON THE DEVELOPMENT OF A DRAFT TOWN POLICY
REGARDING DONATIONS TO THE TOWN AND AUTHORIZATION OF
CORPORATE NAMING OPPORTUNITIES — DISCUSSION AND POSSIBLE
ACTION
Parks &Recreation Administrator Ainsley Reeder reported that the Legal Department
was amending on the draft Town policy regarding donations to the Town and
authorization of corporate naming opportunities.
Ms. Reeder commented that she would contact the Legal Department to find out the
status then schedule a meeting with the subcommittee to review and discuss changes.
7. STATUS REPORT ON THE NARANJA TOWN SITE TRAILS DEVELOPMENT
—DISCUSSION
Parks&Recreation Administrator Ainsley Reeder reported that the Naranja Town Site
trail was washed out due to heavy rains. The Parks Maintenance Staff are doing trail
maintenance.
Ms. Reeder reported that Trails Coordinator Nancy Ellis is working with sign companies
to create a sign stating park rules.

8. BOARD MEMBER REPORTS -ATTENDANCE AT OTHER TOWN MEETINGS
INCLUDING BOARD OF ADJUSTMENT, FINANCE AND BOND
COMMITTEE, DEVELOPMENT REVIEW BOARD, HISTORICAL
PRESERVATION COMMISSION, PLANNING COMMISSION AND TOWN
COUNCIL
Board Member Margot Hurst reported that at the Historical Preservation Commission
will be meeting on July 20, 2006 at the Oro Valley Public Library,to discuss the Honey
Bee Village. Board Member Hurst encouraged the Parks &Recreation Advisory Board
Members to go to the site tour.
Honey Bee Village site tours are available Wednesdays and Fridays beginning promptly
at 7:30 a.m. at the site until September 8, 2006.
Board Member Bob Evans had no report on Development Review Board
Chair Dennis Ottley had no report on Town Council
Board Member Lyra Done had no report on the Finance and Bond Committee
Board Member Bob Delaney had no report on the Town Council.
Board Member Susannah Myerson had no report on Planning Commission
9. PARKS&RECREATION ADMINISTRATOR'S REPORT
Parks &Recreation Administrator Ainsley Reeder reported that the Naranja Town Site
Programming and Concept Design are moving along. Parks &Recreation Staff met with
stakeholders to discuss recreation and facilities details.
Ms. Reeder and Recreation Coordinator Lynanne Dellerman, Mayor Paul Loomis and
Vice Mayor Terry Parish met with Burns Wald-Hopkins's and Naranja Town Site(NTS)
Design Team to tour recreational facilities in Denver,Colorado.
Ms. Reeder reported that a tentative study session with Town Council and NTS Design
Team has been scheduled to review the development of the programming and concept
design of the Naranj a Town Site.
Ms. Reeder met with Board Member Ray Caryl to discuss Trail of Tributes.Trail of
Tributes is a laser engraved tile. Board Member Caryl and Ms. Reeder discussed the
possibilities of a fundraising option.
Ms. Reeder requested that the Parks &Recreation Advisory Board(PRAB) consider for a
future agenda item to discuss purchasing PRAB shirts.
10. PARKS &RECREATION ADVISORY BOARD CHAIR REPORT
Chair Dennis Ottley informed that the arks &Recreation Advisory Board Chair and Vice
Chair appointment will be placed on the October Parks &Recreation Advisory Board
(PRAB), Regular Session Meeting.
Chair Ottley recommend PRAB Members to attend the Arizona Parks &Recreation
Association(APRA) Conference, Board Members Day so the eight hours of mandatory
training is completed for the year in one day.

11. SCHEDULE A PARKS & RECREATION ADOPT A TRAIL CLEAN UP DATE—
DISCUSSION
The Parks &Recreation Advisory Board Adopt A Trail clean up date has been scheduled
for Saturday, September 23, 2006 at 7:00 a.m. Meet at the Parks &Recreation Office
located at 680 West Calle Concordia.

13. SCHEDULING NEXT PARKS & RECREATION ADVISORY BOARD
MEETING
The next Parks &Recreation Advisory Board Regular Session is scheduled for Tuesday,
August 8, 2006 at or after 6:30 p.m. Location to be determined.
14. ADJOURNMENT
Chair Dennis Ottley adjourned the Tuesday, July 11,2006 Parks &Recreation Advisory
Board Regular Session Meeting at 7:55 p.m. with no objections.
