2. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL
MEMBER REPORT
Parks & Recreation Director Ainsley Reeder reported that Vice Mayor Terry Parish
was unable to attend tonight's Parks & Recreation Advisory Board due to a
conflicting meeting.

4. USE OF RECREATION IN-LIEU FEES FROM SUBDIVISION
DEVELOPMENTS—DISCUSSION AND POSSIBLE ACTION
Parks & Recreation Director Ainsley Reeder requested the Parks & Recreation
Advisory Board to prioritize suggested items or add or remove from the listp rovided.
Riverfront Park

Naranja Town Site
1. Picnic Tables (4)
2. Decomposed Granite
West Lambert Lane Park
1. Trail Expansion (add 1/2 mile of trails)
James D. Kriegh Park
1. Tree Replacement & Pruning Program
Board Member Margot Hurst recommended that in-lieu fees be applied to site in the
same area.
In response to a question by Board Member Hurst, Ms. Reeder commented that P&R
Staff could map out locations with the suggested list at the next Parks &Recreation
Advisory Board.
In response to a question by Board Member Bob Evans, Ms. Reeder commented that
staff would also include costs of each suggested item.
Board Member Bob Delaney suggested developing amenities that fill a need and will
be used by everyone in the community with consideration of amenities already or
possibly in the area.

Board Member Lyra Done recommended use monies toward what the community
wants.
Chair Dennis Ottley explained that Ms. Reeder will provide a map approximate

5. STATUS REPORT ON THE DRAFT TOWN POLICY REGARDING
DONATIONS TO THE TOWN AND AUTHORIZATION OF CORPORATE
NAMING OPPORTUNITIES—DISCUSSION
Chair Dennis Ottley reported that Mayor Paul Loomis pulled agenda item: Town
Policy Regarding Donations to the Town and Authorization of
Corporate Naming Opportunities at a Town Council Regular Session Meeting.

Chair Ottley explained that Mayor Loomis requested a Study Session with the Parks
& Recreation Advisory Board be scheduled for November 8, 2006 at 5:00p.m. in the
Town Council Chambers.
6. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT—
DISCUSSION
Parks & Recreation Director Ainsley Reeder reported that Burns Wald Hopkins
Design Team thanked the Parks &Recreation Advisory Board for their comments
received at the Naranja Town Site Programming and Concept Design update meeting

scheduled on September 13, 2006.
Ms. Reeder commented that the Burns Wald Hopkins Design Team scheduled
tentatively another update meeting planned for October 25, 2006.
Parks & Recreation Director Ainsley Reeder reported on the Naranja Town Site:
• Almost $20,000 in donations has been received for the Naranja Town Site
Donation Fund.
• Sign quotes were too high, P&R Staff to review signage design.
• Parks Maintenance Staff to begin repairing damage on site due to rainstorms.
• Vice Mayor Terry Parish to meet and discuss developing a draft policy
pertaining to the types of events to be held at the Naranja Town Site.

7. ITEMS TO BE INCLUDED IN THE 2008 PIMA COUNTY BOARD
ELECTION FOR OPEN SPACE—DISCUSSION AND POSSIBLE ACTION
Following discussion the Parks &Recreation Advisory Board made the following
motion.
MOTION: Board Member Bob Evans made a MOTION to recommend to
Town Council the Parks &Recreation Advisory Board preliminary
list of Open Space proprieties to be approved for the 2008 Pima
County Bond Election Open Space:
1. Kelly Ranch
2. State Land (North—expand Tortolita Mountain Park)
3. Estes Property(South on La Canada Drive near water tank)
Board Member Bob Delaney SECONDED the motion. Motion
UNANIMOUSLY carried 6-0.
8. ARIZONA PARKS & RECREATION ASSOCIATION (APRA)
CONFERENCE WRAP UP—DISCUSSION
Chair Dennis Ottley gave a summary of the Arizona Parks &Recreation Association
Conference (APRA), Boards & Commissions Day held on Thursday, August 31,
2006 in Mesa, Arizona.
Parks &Recreation Advisory Board Members that attended the APRA Conference
highlighted some of the educational sessions that they attended.
Board Member Bob Evans commented he likes becoming acquainted with other
jurisdictions and viewing exhibitor's booths.
Board Member Margot Hurst attended the Director's Roundtable: "Board's Hot
Topic".
Board Member Lyra Done attended the "How to Work with City Officials"with Vice
Mayor Terry Parish as one of the presenters and "Splash in Cool Programming"

Kristie Riester, Town of Oro Valley Aquatics Manager.
Chair Ottley attended the "Raptor Conservation in Arizona's Park Lands" and"the
Role of Parks Advisory Boards in Marketing".
Parks &Recreation Director Ainsley Reeder reported that the 2007 Arizona Parks &
Recreation Association Educational Conference and Trade Show will be held in
Tucson at the JW Marriot Starr Pass.

9. PARKS & RECREATION ADVISORY BOARD SHIRT SELECTION—
DISCUSSION
Parks &Recreation Office Specialist Celine Martinez explained that the Parks &
Recreation Advisory Board first shirt selection color(turquoise) was not available in
men sizes.
Following discussion, the Parks &Recreation Advisory Board (PRAB) decided on a
navy blue colored shirt.
10. BOARD MEMBER REPORTS
Board Member Bob Delaney had no report on Town Council.
Board Member Margot Hurst reported that the next Historical Preservation
Committee will be held Monday, September 25, 2006 at 6:00 p.m.
Board Member Bob Evans had no report on Development Review Board
Board Member Lyra Done had no report on the Finance and Bond Committee
Board Member Susannah Myerson had no report on Planning Commission
Chair Dennis Ottley reported on Town Council. Town Council discussed the
following items:
• Space Needs Analyses Update
• Approval of an Intergovernmental Agreement between the Amphitheater
School District and the Town of Oro Valley for the Joint use of public school
facilities in Oro Valley
• Implementation of a Local Sales Tax on Utility Services—Public Hearing
scheduled for September 20, 2006
11. PARKS & RECREATION DIRECTOR'S REPORT
Parks & Recreation Director Ainsley Reeder reported on the September 20, 2006,
Town Council, Regular Session regarding the possible negotiation of an
intergovernmental agreement between the Town of Oro Valley and the Pima County
Library District for the operation and maintenance of the Oro Valley Public Library
or the transfer of the Oro Valley Public Library to the Pima County Library District.
Ms. Reeder also reported on the Public Hearing#2 regarding possible amendment of
the tax code of the Town's utility services. The Town was considering an increase
from 0 % to 4% on all utilities including electric, natural gas, and water. Ms. Reeder
reported that Town Council moved not adopt the Ordinance No. (0)06-15. The
motion was carried 4-3.

Chair Dennis Ottley reminded the Parks &Recreation Advisory Board to mark their
