APPROVAL OF SEPTEMBER 14,2006 REGULAR SESSION MINUTES Board Member Margot Hurst made a MOTION to APPROVE the Thursday, September 14, 2006, Regular Session Minutes, as corrected. Board Member Robert Evans SECONDED the Motion. Motion carried 7-0. CALL TO AUDIENCE Chair Dennis Ottley opened the Call to the Audience. Chair Ottley closed the Call to the Audience. 2. ELECTION OF THE PARKS & RECREATION ADVISORY BOARD CHAIR Board Member Margot Hurst nominated Chair Dennis Ottley to continue as Parks & Recreation Advisory Board Chair. Board Member Robert Evans seconded the nomination. All in favor 7-0. Board Member Dennis Ottley accepted the Chair nomination. 10/17/06 Minutes, Parks& Recreation Advisory Board 3. ELECTION OF THE PARKS & RECREATION ADVISORY BOARD VICE CHAIR Board Member Bob Delaney nominated Board Member Lyra Done as the Parks & Recreation Advisory Board Vice Chair. Board Member Robert Evans seconded the nomination. All in favor 7-0 Board Member Lyra Done accepted the Vice Chair nomination. 4. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT Parks & Recreation Administrator Ainsley Reeder reported that Vice Mayor Parish was unable to attend tonight's meeting. 5. UPCOMING MEETING ANNOUNCEMENTS Chair Dennis Ottley announced upcoming meetings: Friday, December 1, 2006—Oro Valley Giving Tree Lighting Ceremony Saturday, December 2, 2006 - Second Annual Holiday Parade Monday, December 4, 2006—Naranja Town Site Open House (tentative) Thursday, December 14, 2006—Oro Valley Volunteer Holiday Party 6. PARKS & RECREATION ADVISORY BOARD WORK PLAN— DISCUSSION AND POSSIBLE ACTION The Parks & Recreation Advisory Board discussed the steps to revive the Friends of the Parks. 1. Incorporation—file articles of incorporation with the appropriate local state office. 2. 501c3 —(Charitable Nonprofit) - file with the Internal Revenue Service to be a "tax-exempt" organization. 3. Bylaws—develop bylaws 4. Mission Statement—contact Mr. John Neis of Pima County PRAB decided to connect with Friends of the Parks members to discuss the continuation of the Friends of the Parks. Board Member Margot Hurst mentioned she would bring information regarding starting a nonprofit organization to the next Parks & Recreation Advisory Board Meeting, 2 10/17/06 Minutes, Parks& Recreation Advisory Board PRAB members requested the Friends of the Parks contact information. MOTION: Board Member Margot Hurst made a MOTION to revise the Parks & Recreation Advisory Board Work Plan to: 1. Focus on the Friends of the Park and update the Recreation Code 2. Add Historical Sites, Leadership in Energy Environment Design (LEEDS), increase involvement with trail issues. 3. Remove Department status and Intergovernmental Agreement (IGA) between Amphitheater School District and the Town of Oro Valley. Board Member Lyra Done SECONDED the motion. UNANIMOUSLY carried 7-0. 7. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEEDS)— DISCUSSION AND POSSIBLE ACTION Chair Dennis Ottley reported that the Parks & Recreation Director Ainsley Reeder would contact Burns Wald Hopkins to provide an educational presentation about Leadership in Energy Environment Design (LEEDS). 8. USE OF RECREATION IN LIEU FEES FROM SUBDIVISION DEVELOPMENTS—DISCUSSION AND POSSIBLE ACTION Following discussion, the Parks & Recreation Advisory Board (PRAB) decided to table this agenda item for the next Parks & Recreation Advisory Board, Regular Session Meeting. 9. STATUS REPORT ON THE DRAFT TOWN POLICY REGARDING DONATIONS TO THE TOWN AND AUTHORIZATION OF CORPORATE NAMING OPPORTUNITIES—DISCUSSION Chair Dennis Ottley reported that a joint Town Council and Parks & Recreation Advisory Board Study Session has been scheduled for Wednesday,November 8, 2006. 10. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT— DISCUSSION Parks & Recreation Director Ainsley Reeder reported on the Naranja Town Site: ■ Entry Signs ■ No donations received ■ Wednesday, October 25, 2006, 4:00 p.m.,Naranja Town Site Programming & Concept Design Meeting with Burns Wald Hopkins & Consultants and the Parks & Recreation Advisory Board ■ Tuesday,November 14, 6:30 p.m.,Naranja Town Site Programming & Concept Design Meeting update with Burns Wald Hopkins & Consultants and Town Council 3 10/17/06 Minutes, Parks& Recreation Advisory Board 11. FRIENDS OF THE PARKS—DISCUSSION AND POSSIBLE ACTION Chair Dennis Ottley reported that the Vice Chair Lyra Done and Board Member Margot Hurst would assist in the next step of development of the Friends of the Parks. 12. BOARD MEMBER REPORTS Board Member Bob Evans had no report on Development Review Board. Board Member Margot Hurst reported the Historical Preservation Committee passed the Historical Preservation ordinance. Historical Preservation Committee has three committee members' vacancies. Board Member Ray Caryl had no report on the Town Council. Vice Chair Lyra Done had no report on the Finance and Bond Committee Board Member Bob Delaney reported on Town Council in regards to funding the Naranja Town Site development Board Member Susannah Myerson had no report on Planning Commission 13. PARKS & RECREATION ADMINISTRATOR'S REPORT Parks & Recreation Director Ainsley Reeder reported on • Honeybee Village • Steam Pump Ranch • 1/2 million Transportation Grant • Capital Improvement Projects (handout) • Federal Way Community Center(handout) • Land & Water Conservation Fund (handout) 14. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT Chair Dennis Ottley suggested taking a field trip in early spring to Glendale Community Center and Mesa Performance Center& Recreation Aquatics Community Center. PARKS & RECREATION ADVISORY BOARD WORK PLAN— DISCUSSION The Parks & Recreation Advisory Board (PRAB) reviewed and discussed each Parks & Recreation Advisory Board Work Plan item. • Funding for Parks—Foster development of a Friends of the Parks Group. ■ Chair- vacant ■ Webmaster—Mr. Bob Delaney ■ 501c3 —still needs to be completed ■ It was recommend to develop a mission statement. • Update Recreation Code for New Residential Development—Work with Planning and Zoning Staff to develop code changes Board Member Robert Evans explained the present recreation code for new residential development. Board Member Evens reported that due to staffing and funding issues there have been no new developments. 10/17/06 Study Session Minutes,Parks&Recreation Advisory Board • Development of More Parks & Recreation Programs Parks & Recreation Director Ainsley Reeder explained that new Parks & Recreation programs are evaluated on a case by case basis with caution about adding new programs due to staffing issues. • Connecting with User Groups — Invite stakeholders to monthly PRAB meetings to discuss status, needs, issues and requests. Develop an Intergovernmental Agreement (IGA) with Amphitheater School District making the Town the 2nd priority user. ■ User groups/stakeholders have been identified ■ Keep excitement; more involvement re: Naranja Town Site ■ Naranja Town Site Programming and Concept Design—Open Houses to be scheduled ■ IGA with Amphitheater School District and the Town was completed in September 2006 • Increase Involvement with the Development Review Process for Town and Non-Town Developments Parks & Recreation Director Ainsley Reeder reported that no significant park development have been brought forward for the Parks & Recreation Advisory Board's review. Following discussion, PRAB tabled this work plan item for a future Parks & Recreation Advisory Board, Regular Session Agenda item to readdress this issue. • Change Parks & Recreation Division to a Department Status Parks & Recreation Director Ainsley Reeder reported that the Parks & Recreation Division became a Department in July 2006. • Increase Involvement with Trails Systems Issues Parks & Recreation Director Ainsley Reeder explained that staff concentrates on large grants for trails. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEEDS)— DISCUSSION Parks & Recreation Director Ainsley Reeder explained that the Leadership in Energy Environmental Design (LEED©) Green Building Rating SystemTM is the nationally accepted standard for the design, construction and operation of superior in quality green buildings. Ms. Reeder provided a handout: Leadership in Energy and Environmental Design and LEED's website (vvww.leedbuilding.org) for the Parks & Recreation Advisory Board. Ms. Reeder reported that Burns Wald-Hopkins Consultants the Naranja Town Site Programming and Concept Design consultants suggested the Naranja Town Site as a possible fit. Ms. Reeder would contact Burns Wald-Hopkins to invite them to a future PRAB meeting to make a LEED©presentation. 3. USE OF RECREATION IN LIEU FEES FROM SUBDIVISION DEVELOPMENTS—DISCUSSION Parks & Recreation Director Ainsley Reeder mapped out the subdivisions and the neighboring Town Park(s) and suggested park projects cost estimates as requested by the Parks & Recreation Advisory Board for their consideration.
