APPROVAL OF OCTOBER 17, 2006 STUDY SESSION AND REGULAR SESSION MINUTES MOTION: Board Member Robert Evans made a MOTION to approve the Tuesday, October 17, 2006 Study Session and Regular Session minutes as corrected. Board Member Bob Delaney SECONDED the motion. Motion UNANIMOUSLY carried. 7-0. CALL TO AUDIENCE Chair Dennis Ottley opened the Call to the Audience. Chair Ottley closed the Call to the Audience. 2. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT Vice Mayor TerryParish reported on vandalism that occurred at the Naranja Town Site. y Vice Mayor Parish emphasized the importance of police presence. Vice Mayor Parish mentioned the possibility of another challenge donation in behalf of the Naranja Town Site. 11/14/06 Minutes, Regular Session Parks &Recreation Advisory Board 3. UPCOMING MEETING ANNOUNCEMENTS Chair Dennis Ottley announced upcoming meetings: Saturday, November 18, 2006—El Tour de Tucson Friday, December 1, 2006—Oro Valley Giving Tree Lighting Ceremony at Town Hall beginning at 5:30 p.m. Saturday, December 2, 2006 Second Annual Holiday Parade Monday, December 4, 2006—Naranja Town Site Open House in the Town Council Chambers from 6:00 p.m. —9:00 p.m. Sunday, December 10, 2006—Tucson Marathon Tuesday, December 12, 2006—Parks & Recreation Advisory Board Study and Regular Session Meetings Wednesday, December 13, 2006—Meeting with Consultant Burns Wald-Hopkins regarding Naranja Town Site Programming and Concept Design Thursday, December 14, 2006—Oro Valley Volunteer Holiday Party at the El Conquistador Resort 4. SELECTION OF A PARKS & RECREATION ADVISORY BOARD REPRESENTATIVE FOR THE CAPITAL IMPROVEMENT PROJECTS (CIP) TECHNICAL ADVISORY COMMITTEE Board Member Margot Hurst nominated Board Member Robert Evans as the Parks & Recreation Advisory Board Representative for the Capital Improvement Projects (CIP) Technical AdvisoryCommittee. Vice Chair Lyra Done seconded the nomination. All in favor 7-0 Board Member Robert Evans accepted the Parks & Recreation Advisory Board Bo Representative for the Capital Improvement Projects (CIP) Technical Advisory Committee nomination. 5. SELECTION OF A PARKS & RECREATION ADVISORY BOARD REPRESENTATIVE FOR THE STEAM PUMP RANCH MASTER PLAN nominated Board Member Ray Member Bob Delaney Caryl as the Parks & Recreation Advisory Representative Re resentative for the Steam Pump Ranch Master Plan with Board Member Margot Hurst as an alternate. Board Member Robert Evans seconded the nomination. All in favor 7-0 Board Member Ray Caryl accepted the Parks & Recreation Advisory Representative for the Steam Pump Ranch Master Plan nomination. 2 11/14/06 Minutes, Regular Session Parks& Recreation Advisory Board Board MemberMargot Hurst agreed to be an alternate Representative for the Steam Pump g Ranch Master Plan. 6. PARKS & RECREATION ADVISORY BOARD WORK PLAN—DISCUSSION Chair Dennis Ottley reviewed the updated Parks & Recreation Advisory Board Work Plan. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEEDS)—DISCUSSION Chair Dennis Ottley announced that Burns Wald Hopkins will provide an educational presentation about Leadership in Energy Environment Design (LEEDS) at the next Parks & Recreation Advisory Board Study Session Meeting. 8. USE OF RECREATION IN LIEU FEES FROM SUBDIVISION DEVELOPMENTS— DISCUSSION AND POSSIBLE ACTION Following discussion the Parks & Recreation Advisory Board made the following motion. MOTION: Vice Chair Lyra Done made a MOTION to recommend using Recreation In Lieu Fees from subdivision developments to build a dog park and bocce ball court at the Canada del Oro Riverfront Park. Board Member Susannah Myerson SECONDED the motion. Motion UNAIMOUSLY carried 7-0. 9. STATUS REPORT ON THE DRAFT TOWN POLICY REGARDING DONATIONS TO THE TOWN AND AUTHORIZATION OF CORPORATE NAMING OPPORTUNITIES—DISCUSSION Chair Dennis Ottley highlighted hi hli hted Town Council's comments regarding the draft Naming and Branding Policy at the November 8, 2006, Study Session. • Gratuitous names allowed for a period no less than 10 years • If a donor requests a reimbursement; Add a no refund clause • Legal Department requested to revise contract language/wording 10. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT— DISCUSSION Parks & Recreation Director Ainsley Reeder reported the following on the Naranja Town Site. • Vandalism at Naranja Town Site • Naranja Town Site Open House scheduled for Monday, December 4, 2006 from 6:00 p.m. to 9:00 p.m. • Eagle Scouts trail project scheduled for Saturday, December 11, 2006. g • Next meeting with Burns Wald-Hopkins Consultants and the Parks & Recreation Advisory Board scheduled for Wednesday, December 13, 2006 from 2:00 p.m. to 4:00 p.m. 4 11/14/06 Minutes, Regular Session Parks& Recreation Advisory Board 11. FRIENDS OF THE PARKS—DISCUSSION AND POSSIBLE ACTION Board Member Margot of Hurst provided a draft Articles of Incorporation of Oro Valley Friend g of the Parks for the Parks & Recreation Advisory Board (PRAB) review. Following items discussed. • Organization Name—PRAB agreed on the Friends of the Oro Valley Parks • Mission Statement—Develop a simple Mission Statement • Statutory Agent ent—A name and address of the initial registered agent of the corporation. PRAB discussed potential "Friends" who may be the driving force of the Friends of the Oro Valley Parks. Chair Dennis Ottley asked the Parks & Recreation Advisory Board Members to talk with their respective possibly interested persons. Parks & Recreation Director Ainsley Reeder suggested PRAB contact Vice Mayor Terry Parish. Ms. Reeder commented that he may know of someone that possibly lead the Friends of the Oro Valley Parks. 12. BOARD MEMBER REPORTS Board Member Bob Evans had no report on Development Review Board. Board Margot Mar of Hurst reported the Historical Preservation Committee passed the Historical Preservation ordinance. Historical Preservation Committee filled three committee members' vacancies. Board Member Ray Caryl had no report on the Town Council. p Vice Chair Lyra Done had no report on the Finance and Bond Committee. Board Member Bob Delaneyreported on Town Council in regards to funding the Naranja Town Site development. Board Member Susannah Myerson had no report on Planning Commission. 13. PARKS & RECREATION DIRECTOR'S REPORT Parks & Recreation Director AinsleyReeder reported that Recreation Coordinator Lynanne Dellerman will be the actingParks & Recreation Director while Ms. Reeder will be on vacation g be innin November 17, 2006 returning on November 30, 2006. beginning 14. The next Parks & Recreation Advisory Board Regular Session is scheduled for Tuesday, December 12, 2006 at or after 6:30 p.m. in the Development Services, Hopi Conference Room. 17.
