1. APPROVAL OF DECEMBER 12,2006 REGULAR SESSION MINUTES
MOTION: Board Member Margot Hurst made a MOTION to approve the
Tuesday, December 12, 2006 Regular Session minutes. Board
Member Bob Delaney SECONDED the motion. Motion
UNANIMOUSLY carried. 6-0.
CALL TO AUDIENCE
Chair Dennis Ottley opened the Call to the Audience.
Mr. Robert J. Schumann, 562 West Silhouette Ridge Place, proposed using the Naranja
Town Site to fly electric powered model aircrafts.
Mr. Schumann explained participants would be required to be a member of the Academy
of Model Aeronautics (AMA). As a member, it would provide the member a code of
flight safety and liability insurance and allow the electric powered model aircraft club to
furnish site owner insurance.
Mr. Schumann requested that the Parks & Recreation Advisory Board consider a trial
period to show that electric powered model aircraft flying in a park setting is a
wholesome use for space.
Chair Ottley closed the Call to the Audience.

2. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL
MEMBER REPORT
Vice Mayor Terry Parish reported on the Naranja Town Site donations and he
encouraged the Parks & Recreation Advisory Board Members to be thoughtful on
their approach of the renaming of the Naranja Town Site.
3. UPCOMING MEETING ANNOUNCEMENTS
Monday, January 15, 2007—Parks & Recreation Department Office closed for
holiday.
Wednesday, January 17, 2007—Presentation by Arizona Distance Classic and
Leadership in Environmental Energy Design (LEED®) at the Town Council Meeting,
7:00 p.m. in the Council Chambers.
Wednesday, January 24, 2007—Naranja Town Site Programming and Concept
Design Meeting with Greater Oro Valley Arts Council (GOVAC) and the Parks &
Recreation Advisory Board (PRAB), 2:30 p.m. in the Kachina Room.
Monday, January 29, 2007—Ainsley is out of the office.
Wednesday, February 7, 2007—Town Council Meeting, 7:00 p.m. in the Council
Chambers.
1. Approval of the Branding Policy
2. Approval of the Parks & Recreation Advisory Board In-Lieu Fees
Recommendations
Tuesday, February 13, 2007—Town Council Study Session on Naranja Town Site
Programming and Concept Design, 5:30 p.m. in the Council Chambers.
Wednesday, February 14, 2007—Naranja Town Site Programming and Concept
Design meeting with GOVAC (PRAB may not need to attend this meeting. Parks &
Recreation Director Ainsley Reeder to confirm.), 2:00 p.m. in the Kachina Room.
Monday, February 19, 2007—Parks & Recreation Department closed for holiday.
4. SCHEDULE FACILITIES TOUR OF RECREATION CENTERS
The Parks & Recreation Advisory Board scheduled a facilities tour of recreation
centers for Monday, March 12, 2007, 7:30 a.m. to Mesa Parks & Recreation Division,
Scottsdale Parks & Recreation Division, and Glendale Parks & Recreation
Department.

5. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEED®)—
DISCUSSION AND POSSIBLE ACTION
Following discussion, the Parks & Recreation Advisory Board Chair Dennis Ottley
agreed to speak in behalf of the Parks & Recreation Advisory Board supporting
LEEDS Certification for the Naranja Town Site at the Town Council Meeting
scheduled for Wednesday, January 24, 2007.
6. RENAMING OF THE NARANJA TOWN SITE—DISCUSSION AND
POSSIBLE ACTION
The Parks & Recreation Advisory Board agreed to table this item until next month
after the Naming and Branding Policy has been approved by Town Council then
discuss ways to obtain community input in the renaming of the Naranja Town Site.
7. STRATEGIES FOR UTILIZING ORO VALLEY MUNICIPAL POOL AT
JAMES D. KRIEGH PARK DURING WINTER MONTHS WHILE
CONTROLLING ENERGY COSTS — DISCUSSION AND POSSIBLE
ACTION
Following discussion, Chair Dennis Ottley requested staff to provide a cost analysis
of the average lows and highs of utilities and staffing needs if the Oro Valley
Municipal Pool was open during the winter months.
8. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT—
DISCUSSION
Parks & Recreation Director Ainsley Reeder reported that Burns Wald-Hopkins
Consultants are preparing the final report for Town Council's consideration for the
Naranja Town Site Programming and Concept Design.
Ms. Reeder announced the next open house meeting is scheduled for Monday,
February 26, 2007, 6:00 p.m. —9:00 p.m. in the Town Council Chambers.
9. FRIENDS OF THE PARKS—DISCUSSION AND POSSIBLE ACTION
Board Member Ray Caryl reported that he contacted Mr. Mike Cadden and he
suggested talking with the Parks & Recreation Director Ainsley Reeder for more
information regarding the Friends of the Parks.
Ms. Reeder commented that she spoke with Mr. Cadden and he expressed that he
would get in touch with Vice Mayor Terry Parish to discuss the Friends of the Parks
further.
Vice Chair Lyra Done spoke with Ms. Mary Snyder and they plan to meet to discuss
the details of the Friends of the Parks.

10. BOARD MEMBER REPORTS
Board Member Bob Delaney had no report on the Town Council.
Board Member Ray Caryl had no report on the Town Council.
Vice Chair Lyra Done reported that the Finance and Bond Committee's next meeting
will be reviewing the fiscal year - ending December 31, 2006 - Town's budget.
Board Member Bob Evans reported that the Development Review Board was meeting
tonight and the agenda item of discussion was regarding the Vestar Development
Company architectural approval. Board Member Evans also reported that the Capital
Improvement Project (CIP) Committee first meeting is scheduled for January 12,
2007.
Board Member Margot Hurst had no report on the Historical Preservation Committee.
11. PARKS & RECREATION DIRECTOR'S REPORT
Parks & Recreation Director Ainsley Reeder reported that the next Capital
Improvement Projects (CIP) Technical Advisory Committee meeting to review all
submitted projects is scheduled for Friday, January 12, 2007.
Parks & Recreation Department Capital Improvement Projects included:

• Bathroom Enclosure at the Oro Valley Municipal Pool
• Canada del Oro Linear Park Trail Improvement Project
• Dog Park at Canada del Oro Riverfront Park
• Ford Crew Cab Truck
• Gators (3)
• Native Trees
• Pool Deck Resurfacing
• Racquetball Court
• Scoreboard at Oro Valley Municipal Pool
• Tractor Loader
• West Lambert Lane Trails Signage
Ms. Reeder reported that in April 2007, the part time Recreation Leader position will
become a full time position and two new full time positions will be added to the Parks
&Recreation Department- Office Assistant and Parks Maintenance Operator.
12. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT
Chair Dennis Ottley reported that the Town Council Study Session on Naranja Town
Site Programming and Concept Design with the Parks & Recreation Advisory Board
has been scheduled for Tuesday, February 13, 2007at 5:30 p.m.

Chair Dennis Ottley adjourned the January 9, 2007, Parks & Recreation Advisory
Board Regular Session Meeting at 8:00 p.m. with no objections.
