APPROVAL OF DECEMBER 12,2006 STUDY SESSION MINUTES AND JANUARY 9,2007 REGULAR SESSION MINUTES MOTION: Board Member Bob Delaney made a MOTION to approve the Tuesday, December 12, 2006 Study Session Minutes and January 9, 2007 Regular Session Minutes. Board Member Ray Caryl SECONDED the motion. Motion UNANIMOUSLY carried. 7-0. CALL TO AUDIENCE Chair Dennis Ottley opened the Call to the Audience. Chair Dennis Ottley closed the Call to the Audience. 2. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER REPORT Council Member Terry Parish was unable to attend this meeting. Parks & Recreation Director Ainsley Reeder reported that Council Member Parish wished to convey to the Parks & Recreation Advisory Board (PRAB)to communicate to Friends of the Parks about the Naranja Town Site. 3/13/07 Minutes,Parks&Recreation Advisory Board 3. CONSIDERATION OF ELECTRIC POWERED MODEL AIRCRAFT USE AT NARANJA TOWN SITE - DISCUSSION AND POSSIBLE ACTION Mr. Robert J. Schumann asked the Parks & Recreation Advisory Board to temporarily allow electric powered model aircraft flying at the Naranja Town Site. Mr. Schumann referenced Article 16-1 Regulations for Town Parks Facilites; 16- 1-5-L Use and Occupancy Regulations of Park - "It shall be unlawful to operate any aircraft, parachute, model, or hang glider in any Town Park except in an emergency." Mr. Schumann requested the Parks & Recreation Advisory Board consider revising the regulation for Town park facilities to include electric powered model aircraft flying at the Naranja Town Site. Mr. Schumann explained he was prepared to have an Academy of Model Aeronautics (AMA) Chartered club formed for the purpose of directing the activities of flying electric powered model aircraft in the park and providing the Oro Valley Parks & Recreation Department site owners insurance. He requested if allowed to fly electric powered model aircrafts at the Naranja Town Site that rocks and dirt be removed from existing asphalt, place another padlock to secure yet allow authorized flyers to drive their vehicle to the flying site and provide a portable toilet in the flying area. In response to questions by the Parks & Recreation Advisory Board members, Mr. Schumann responded: • No chartered club has been established if formed approximately 20 flyers would join at this time • Prefer to fly mornings • Desired location Naranja Town Site Parks & Recreation Director Ainsley Reeder explained that the Legal Department would need to review Chair Dennis Ottley asked Mr. Schumann to provide appropriate language that would allow an ordinance change 5. STATUS REPORT ON THE 2006-2007 CAPITAL IMPROVEMENT PLAN (CIP) PROJECTS UPDATE—DISCUSSION Parks & Recreation Director Ainsley Reeder reported that two Parks & Recreation Department Capital Improvement Program (CIP) items were identified as a priority and placed on assumption by the CIP Technical Advisory Committee (TAC). Dog Park Project at the Canada del Oro Riverfront Park- Construct a new dog park at Canada del Oro Riverfront Park with fencing, lighting, irrigation, site furniture, dog water fountain, and grass. 3 3/13/07 Minutes,Parks&Recreation Advisory Board • Capital Costs: $25, 850 funded contingent on the successful procurement of a FY 2007 LRSP Heritage Grant $25,000 funded through Recreation In-Lieu Fees • 0 & M: Increase due to irrigation and grass • Revenue: No change Oro Valley Municipal Pool (OVMP) Deck Resurfacing- The OVMP deck coating is chipping away causing uneven surfaces which are a potential safety concern causing slipping hazards for staff and patrons. Also, with the coating stripping away the pool deck gets very hot and could potentially burn feet. • Capital Costs: $60,000 • 0 & M: No change • Revenue: No change 6. RESCHEDULE FACILITIES TOUR OF RECREATION CENTERS The Parks & Recreation Advisory Board scheduled the facilities tour of recreation centers for Monday, April 23, 2007 at 7:00 a.m. Meeting location to be determined. 7. SCHEDULE A PARKS & RECREATION ADOPT A TRAIL CLEAN UP DATE—DISCUSSION The Parks & Recreation Advisory Board (PRAB) scheduled the PRAB Adopt a Trail Clean Up for Saturday, May 12, 2007 at 7:00 a.m. Meet at the Parks &Recreation Department located at 680 West Calle Concordia. 8. STRATEGIES FOR UTILIZING ORO VALLEY MUNICIPAL POOL AT JAMES D. KRIEGH PARK DURING WINTER MONTHS WHILE CONTROLLING ENERGY COSTS — DISCUSSION AND POSSIBLE ACTION Following Discussion with the Aquatics Manager Kristie Riester, the Parks & Recreation Advisory Board directed staff to provide expenses and revenue data to allow for further discussion and consideration. 9. PARKS & RECREATION VOLUNTEER OF THE YEAR AWARD— DISCUSSION AND POSSIBLE ACTION MOTION: Board Member Margot Hurst made a MOTION to nominate Mr. Mike Wilson as the first receipt of the Parks & Recreation Volunteer of the Year Award. Vice Chair Lyra Done SECONDED the motion. Motion UNANIMOUSLY carried 7-0. Chair Dennis Ottley asked Town Staff to provide assistance with the award selection. 4 3/13/07 Minutes,Parks&Recreation Advisory Board 10. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEED®)— DISCUSSION AND POSSIBLE ACTION Chair Dennis Ottley referred to the Naranja Town Site Programming and Concept Design consultant Mr. Dave Bums of Bums Wald-Hopkins Architects presentation regarding Leadership in Energy Environmental Design(LEED®). Chair Ottley mentioned that Mr. Bums commented that the Naranja Town Site Programming and Concept Design could qualify for silver certification. The Parks & Recreation Advisory Board requested this agenda item continue to be added to future Parks & Recreation Advisory Board agendas. 11. RENAMING OF THE NARANJA TOWN SITE—DISCUSSION AND POSSIBLE ACTION The Parks & Recreation Advisory Board agreed it was premature to discuss the renaming of the Naranja Town Site and decided to table this agenda item for future discussion. 12. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT— DISCUSSION Parks & Recreation Director Ainsley Reeder gave a summary regarding the Naranja Town Site: • Naranja Town Site Programming and Concept Design second Open House was held on Monday, February 26, 2007 from 6:00 p.m. to 9:00 p.m. in the Town Council Chambers. Ms. Reeder reported that 20,000 postcards were mailed out and approximately 250 people attended the open house. • A Town Council Study Session was held on February, 28, 2007 to discuss the Naranja Town Site Programming and Concept Design plan with consultants Bums Wald -Hopkins Architects. 13. FRIENDS OF THE PARKS—DISCUSSION AND POSSIBLE ACTION Following discussion the Parks & Recreation Advisory Board members will contact potential "Friends"to lead the Friends of the Parks. 14. BOARD MEMBER REPORTS Board Member Margot Hurst reported on the Historical Preservation Committee. 5 3/13/07 Minutes,Parks& Recreation Advisory Board 15. PARKS & RECREATION DIRECTOR'S REPORT Parks & Recreation Director Ainsley Reeder reported the following: ■ Pima County Bonds ■ Mr. James Gardner officially started as the Parks Manager on Tuesday, March 13, 2007. Ms. Reeder mentioned Mr. Gardner is a certified arborist. ■ The new Assistant Town Manager is Ms. Jerene Watson. Ms. Watson plans to attend a Parks & Recreation Advisory Board meeting in the near future. ■ James D. Kriegh Park shade structures are being installed over the playground equipment. ■ 2007--2008 Fiscal Year Budget is in progress. Ms. Reeder asked the Parks & Recreation Advisory Board to forward any budget items to her. 16. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT Chair Dennis Ottley had no reports further reports at this time. 17. FUTURE AGENDA ITEMS ■ Consideration of electric powered model aircraft use at Naranja Town Site ■ Strategies for utilizing Oro Valley Municipal Pool at James D. Kriegh Park during winter months ■ Leadership in Energy Environmental Design (LEED®) 1. SCHEDULING NEXT PARKS & RECREATION ADVISORY BOARD MEETING The next Parks & Recreation Advisory Board Regular Session is scheduled for Tuesday, April 10, 2007 at or after 6:30 p.m. in the Development Services Building, Hopi Conference Room 2. ADJOURNMENT Chair Dennis Ottley adjourned the March 13, 2007, Parks & Recreation Advisory Board Regular Session Meeting at 8:54 p.m. with no objections.
