APPROVAL OF MARCH 13,2007 REGULAR SESSION MINUTES MOTION: Board Member Bob Delaney made a MOTION to approve the Tuesday, March 13, 2007 Regular Session Minutes. Board Member Robert Evans SECONDED the motion. Motion UNANIMOUSLY carried. 6-0. CALL TO AUDIENCE Chair Dennis Ottley opened the Call to the Audience. CONSIDERATION OF ELECTRIC POWERED MODEL AIRCRAFT USE AT NARANJA TOWN SITE -DISCUSSION AND POSSIBLE ACTION Board Member Margot Hurst suggested a provisional agreement with conditions. Board Member Susannah Myerson agreed with Board Member Hurst and suggested to revaluate agreement on a yearly basis. Parks & Recreation Director Ainsley Reeder mentioned the City of Chandler, City Code in regards to electric powered model aircraft. CHAPTER 31 DEPARTMENT OF COMMUNITY SERVICES 31-2. Parks and Recreation. 31-2.3. Use of Parks. It is unlawful to utilize municipal parks, playgrounds, recreational areas and facilities in violation of the following: A. The Community Services Director finding that a particular use is a danger to the general public is hereby authorized to place restrictions on uses within a municipal park to address associated safety concerns. Restrictions shall be posted in the park to notify all users. No person shall use a municipal park in violation of such posted restrictions. B. Any person or group of persons may use any park, playground or recreation area for any recreational purpose not prohibited herein, provided that such park, playground or recreation area has not been reserved by the Community Services Director/designee for a scheduled group activity. C. Golfing, model rockets, model remote control models, disc golf, equestrian use and archery are allowed only as part of an organized City program, or in an area specifically designated for these purposes. To review the entire City of Chandler City Code you may refer to the following website. www.chandleraz.gov Board Member Bob Delaney explained the Mr. Robert Schumann understands the Naranja Town Site is to be developed and that Mr. Schumann is hoping after development that they may have a future spot at the Naranja Town Site but in the meantime they are looking for a temporary location. Vice Chair Lyra Done recommended an ordinance which would be stronger than a conditional permit use. An ordinance makes it legal. Chair Dennis Ottley remarked that the park location in Chandler is against the CAP The Parks & Recreation Advisory Board requested this item be placed on the May agenda to discuss further. 3 5. This equates to about$23.81 per short course lane per hour.) The Parks & Recreation Advisory Board requested this item be placed on the May agenda to discuss further. 6. RESIDENCY CREDITS FOR PROGRAMS AND FACILITY USAGE—DISCUSSION AND POSSIBLE ACTION The Parks & Recreation Advisory Board discussed the possibility of residency credits for recreation programs and facility usage. • Proof of residency • Reduced rate for Oro Valley residents • Early registration privileges for Oro Valley residents • Recreation Management Software Ms. Reeder explained that the Pima County Bond proceeds were used to develop the Canada del Oro Riverfront Park. Town park projects using County bond money are required to implement the same fees as Pima County parks. The Parks & Recreation Advisory Board asked Town Staff to contact contracted sport leagues that utilize Town facilities and provide the following information: • How does the league/organization manage and prove residency status • How many participants are a residents of Oro Valley • How many participants are non residents The Parks & Recreation Advisory Board requested this item be placed on the May agenda to discuss further. 7. PARKS & RECREATION VOLUNTEER OF THE YEAR AWARD—DISCUSSION AND POSSIBLE ACTION The Parks & Recreation Advisory Board selected an item for the first Volunteer of the Year Award. MOTION: Vice Chair Lyra Dona made a MOTION to nominate Mr. Mike Wilson as the first receipt of the Parks & Recreation Volunteer of the Year Award with the award presented at a Town Council Meeting in June 2007. Board Member Susannah Myerson SECONDED the motion. Motion UNANIMOUSLY carried 6-0. 4/10/2007 Minutes, Parks & Recreation Advisory Board 8. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEED®)—DISCUSSION AND POSSIBLE ACTION The Parks & Recreation Advisory Board requested this agenda item continue to be added to future Parks & Recreation Advisory Board agendas. 9. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT— DISCUSSION Parks & Recreation Director Ainsley Reeder expressed her appreciation to the Parks & Recreation Advisory Board for attending the Town Council Regular Session Meeting on Monday, April 9, 2007 to review and discuss the Naranja Town Site cost estimates and funding. Ms. Reeder reported on the following regarding the Naranja Town Site. Ken Ballard, of Ballard King and Associates was in attendance to discuss sustainability of individual amenities. Webb Management Services Report was provided to Town Council which describes the anticipated indoor and outdoor art facilities uses in relation to revenue. David Burns and David Wald-Hopkins of Burns Wald-Hopkins was also in attendance, provided a breakdown of construction costs for individual amenities. Linda Welter Cohen and Mary Davis from Caliber Communications provided a presentation on a typical public education campaign. Tucson Parks & Recreation Director Fred Gray discussed the approach and process of park development project he was involved in. 10. FRIENDS OF THE PARKS—DISCUSSION AND POSSIBLE ACTION Board Member Bob Delaney reported that he continues his search for a president for the Friends of the Parks. 11. BOARD MEMBER REPORTS Board Member Margot Hurst reported that the Historical Preservation Committee next meeting will be held Monday, April 16 at 6:00 p.m. Vice Chair Lyra Done reported that the Finance and Bond Committee will hold a Special Meeting to discuss the Financial Sustainability Plan on Thursday, April 12 at 6:00 p.m. 6 4/10/2007 Minutes, Parks & Recreation Advisory Board 12. PARKS & RECREATION DIRECTOR'S REPORT Parks & Recreation Director Ainsley Reeder reported that the recreation facilities tour has been scheduled for Monday, April 23, 2007 at 7:00 a.m. Ms. Reeder stated that additional information will be emailed to the Parks & Recreation Advisory Board Members. Ms. Reeder reported that on Wednesday, April 11, 2007, Town Council will discuss the final report about the Townwide Space Needs Report in a Study Session. 13.
