1. APPROVAL OF APRIL 10,2007 REGULAR SESSION MINUTES
MOTION: Board Member Bob Delaney made a MOTION to approve the Tuesday, April
10, 2007 Regular Session Minutes as corrected. Board Member Robert Evans
SECONDED the motion. Motion UNANIMOUSLY carried. 6-0.
CALL TO AUDIENCE
Chair Dennis Ottley opened the Call to the Audience.
Mr. Robert J. Schumann, 562 West Silhouette Ridge Place, had proposed using the Naranja
Town Site to fly electric powered model aircrafts on a trial basis.
Mr. Schumann provided language as requested by the Parks & Recreation Advisory Board to
change the Oro Valley Town Code: Regulations for Town Park Facilities, 16-1-5 L to allow
electric powered model aircraft flying at the Naranja Town Site. Mr. Schumann explained that
the wording was taken from Chandler, Arizona and the Academy of Model Aeronautics (AMA).
Mr. Schumann provided the following modified version for the PRAB's consideration.
To operate any aircraft, parachute, model or hang glider in any town park except in an
emergency or as allowed only as part of an organized Town program or an area specifically
designated for these purposes. We have designated Naranja Town Site as an area that electric
powered radio controlled(R/C) airplanes and radio controlled model sailplanes are allowed.

Mr. Schumann also suggested placing at the Naranja Town Site entrance or adjacent to the
general parking area signage that would further define rules and regulations.
Electric Powered Radio Controlled Model Airplane Rules:
• This is a at your own risk facility. By using this facility, you are accepting all risks
relating to this activity.
• The designated area at Naranja Town Site is to be used for the operation of electric
powered radio controlled model aircraft ONLY. No glow or gas powered planes or model
rockets allowed.
• No electric rear thrust motors allowed on flying wing type aircraft.
• Frequency control is the responsibility of the pilots
• All Academy of Model Aeronautics (AMA)National Safety Rules apply

2. PARKS & RECREATION ADVISORY BOARD LIAISON COUNCIL MEMBER
REPORT
Council Member Terry Parish reported that Town Council requested a study session to
discuss a public educational campaign for the Naranja Town Site.
3. INTRODUCTION OF NEW PARKS MANAGER JAMES GARDNER—
DISCUSSION
Parks & Recreation Director Ainsley Reeder introduced the new Parks Supervisor James
Gardner.
Mr. James Gardner talked about his employment history and his hopes to continue improving
the Town Parks.
The Parks & Recreation Advisory Board welcomed Mr. Gardner.

5. RECREATION FACILITIES TOUR IN PHOENIX AND SURROUNDING AREA -
DISCUSSION
The Parks & Recreation Advisory Board discussed their tour to the Foothills Recreation &
Aquatics Center in Glendale and Rio Vista Recreation Center in Peoria. The Rio Vista
Recreation Center was under construction at the time of the tour.
Chair Ottley commented it would be nice to tour the Rio Vista Recreation Center once it is
completed. The recreation center is currently under construction with an anticipated opening
date of late Summer 2007.
Vice Chair Lyra Done expressed how impressed she was with the respectful manner shown
by the skateboarders and inline skaters to each other as they both used the Rio Vista Skate
Park in Peoria.
6. 2007 ANNUAL ARIZONA PARKS & RECREATION ASSOCIATION
CONFERENCE AND TRADE SHOW PARKS & RECREATION ADVISORY
BOARD PARTICIPATION—DISCUSSION
Parks & Recreation Ainsley Reeder reported that the 2007 Arizona Parks & Recreation
Association (APRA) Conference and Trade Show will be held at the JW Marriott Starr Pass
Resort in Tucson in August 27 - 31. Ms. Reeder invited the Parks & Recreation Advisory
Board to attend the 2007 APRA Conference
7. CONSIDERATION OF ELECTRIC POWERED MODEL AIRCRAFT USE AT
NARANJA TOWN SITE - DISCUSSION AND POSSIBLE ACTION
Parks & Recreation Ainsley Reeder reported that Mr. Robert Schumann provided the
information requested by the Parks & Recreation Advisory Board; however, staff did not
have an update to report at this time. Ms. Reeder explained that she would forward the
information to the Legal Department.
8. STRATEGIES FOR UTILIZING ORO VALLEY MUNICIPAL POOL AT JAMES D.
KRIEGH PARK DURING WINTER MONTHS WHILE CONTROLLING ENERGY
COSTS AND INCREASES USER FEES OVERALL AND POTENTIAL
IMPLEMENTATION OF WINTER PREMIUMS — DISCUSSION AND POSSIBLE
ACTION
Park & Recreation Director Ainsley Reeder apologized to the Parks & Recreation Advisory
Board at this time staff did not have new information. Ms. Reeder explained that the Town
was in the middle of the budgetary process. The Parks & Recreation Advisory Board
requested this item be placed on the June agenda to be discussed further.
9. RESIDENCY DISCOUNTS FOR PROGRAMS AND FACILITY USAGE —
DISCUSSION AND POSSIBLE ACTION

The Parks & Recreation Advisory Board requested this item be placed on the June agenda to

10. PARKS & RECREATION VOLUNTEER OF THE YEAR AWARD—DISCUSSION
AND POSSIBLE ACTION
The Parks & Recreation Advisory Board selected the wording for the first Parks &
Recreation Volunteer of the Year Award.
11. LEADERSHIP IN ENERGY ENVIRONMENTAL DESIGN (LEED®)—DISCUSSION
AND POSSIBLE ACTION
The Parks & Recreation Advisory Board requested this agenda item continue to be added to
future Parks & Recreation Advisory Board agendas.
12. STATUS REPORT ON THE NARANJA TOWN SITE DEVELOPMENT—
DISCUSSION
Parks &Recreation Director Ainsley Reeder reported that Town Council placed on their May
16, 2007 agenda to request for approval to initiate a Naranja Town Site Public Education
Program and Survey.
13. FRIENDS OF THE PARKS—DISCUSSION AND POSSIBLE ACTION
Board Member Bob Delaney continues to search for a director to lead the Friend of the
Parks.
14. BOARD MEMBER REPORTS
Board Member Bob Delaney reported on the Town Council. Town Council opted out of
Foothills Mall annexation.
Vice Chair Lyra Done reported on the Finance and Bond Committee.
15. PARKS & RECREATION DIRECTOR'S REPORT
Parks & Recreation Director Ainsley Reeder invited the Parks & Recreation Advisory Board
(PRAB) to tour the Steam Pump Ranch with Town Staff.
16. PARKS & RECREATION ADVISORY BOARD CHAIR REPORT
Chair Dennis Ottley commented on the new magazine Tangerine.

Chair Dennis Ottley adjourned the May 8, 2007, Parks & Recreation Advisory Board
Regular Session Meeting at 7:45 p.m. with no objections.
